Mr. Wong Kam Fuk, in proposing the toast of Our Guests," said Mr. Chainman, your Excellency and gentlemen, The Colony has lutely bade farewell to so many promirent residents, so many notabla landmarks and familiar faces that in proposing this health, is inclined to wonder where aro the men to fill the vacant places to guide and lead affairs-to complete the work that they began. The inevit able change that marks the affairs of man has taken from amongst us, some wise mlads and chameters it will not be easy to match from out of this small comintinity-men whose thoughts and actions were characterised by energy and zeal for the Colony's welfare. (Applause) Now, gentlemen, let us hope that those who follow in their footsteps, may so use their opportunities, whether in the commercial world or in the Council Chamber; that when the time comes for their departure, men shall speak of them as we speak of bim from whom we part- to-day (Applause.) His Excellency, the senior representative of our guests, has been with us for some time and his sterling qualities are so well-known to you all, that it would be impertinence on my part to dwell on them, On behalf of the Chinese assembled here to right, I thank all our valued guests for honour, ing us with their presence on this occasion. Gentlemen, with these few remarks I ask you to join with me in drinking the health of The Other Guests, coupled with the name of His Excellency, Sir William Gascoigne,

His Excellency Sir William Gascoigne, in acknowledging the toast, said Mr. Chairman and gentlemen, It was only a very few days ago that I had the honour of standing in this place to return thanks for the same toast a to-night, namely, the guests assembled to do honour to a citizen of Hongkong who was leaving. Who could have told that night that I should so soon have again the honour of representing the guests at a banquet wish dan wayage to their (HOTEL SANITARIUM OF SOUTH CHINA), STRAITS, CEYLON, AUSTRALIA, INDIA,
given to a man whom 1 looked upon as and indeed I hoped would be, a fixture, Mr. Thomas Whitehead. Well, gentlemen, I can only repeat to-night what I said then, namely, that both he and, I feel perfectly certain, every one of those whom I have the honour to repre sent esteem it a great honour to take, and are exceedingly grateful for the opportunity of taking, a part on the occasion of paying honour to a man'so highly respected and so generally popular as Mr. Whitehead. (Applause). I do not hesitate to say also that I cannot but think that these banquets, these mixed banquets, in which our kind hosts are kind enough to ask us to join them as guests, are a new feature and must do an immense amount of good. (Applause and hear, hear.) It seems to me if I may be allowed to say so, that they reflect the highest honour on our kind hosts; and what an honour it must be to a man leaving Hongkong
to feel that he has been honoured by some 16 of mixed nationalities the East and the West mixing together to pay him honour, (Applause.) Well, gentlemen, I can only say myself that I am exceedingly disappointed that Mr. White head is leaving Hongkong. I have individually looked forward very hopefully indeed to his advice and assistance during the next few weeks. You all know it is commi
common know Jedge that there are great reforms that are on he eve of legislation. I may be fortunate or I nay be unfortunate in having the honour of aving to administer those reforms. I take thews may lay it down as an axiom, no reform can be instituted without pinching somebody, without somebody in the least bit hurt by it; and that the highest form of legislation
ying through of any necessary reform ast possible hurt of the individual. I ed forward in carrying out any reforms ake place shortly to the experience of Mr. Whitehead, to helpmethrough ties, so that the individual might hed and as little hurt as possible, greatly regret myself his ging. ar, hear.
