DISTRICT WATCHMEN IN HONGKONG.

The Registar General, in his report says The District Wateismen were instrumental in bringing 175 cases before the Police Magistrate, and the Committee is again indebted to the Chinese newspapers-the True Wan Pat Po and the Wai San Ya! Po-for continuing to publish weekdy lists of these cases for the in- formation of subscribers. The contributions to the Fund for the year were $12,647.96, 89, compared with S10598:29 in 1000. A dispatch written by Prince Ching calls attention to compaints received from Chinese that they were being excluded from the Philip. pines and says:

QUARANTINE.

The Consul General for the Netherlands courteously informs us that the Governor General of Netherlands India has decreed that all, ships or vessels arriving from Canton or having called at that port are subject in Nether lands Indin to a quarantine of ten days from the date of departure from that port or since the last case of plague on board. Importation is temporarily prohibited of animal refuse, claws and hoofs, animal or human hair and bristles, hides which are untanned and which are salted or cured with arsenic, raw wool, and rags, bags or sacks which have already been used, coming from Canton or transhipped at that part.

Also it is temporarily prohibited to import from Canton Into Netherlands India tapestry and used embroideries unless they are trans ported as personal baggage of in consequence of change of residence.

THE STEAM LAUNCH STRIKE Most of the launches have been put back on their old runs. In this instance the prompt action of the officials put an end to what threatened to be a very serious strike and one which would bave seriously interfered with business in south Chinn. I understand that some of the soldiers doing guard duty on the boats abused some of the passengers and put others in iroos because they refused to pay the extra sums demanded. It is also a fact that a well known Chipaman, who acts as deputy for several of the officials because he speaks English well, was very activo in bringing about the strike and would

At an essentially business-like meeting of the Bombay Mill-owners' Assciation held in the early part of the month, the Chariman, Mr. J. R. Greaves, congratulated the members on the increasingly cheerful prospects of the in- dustry in that city. According to Shanghai advices, though the English cotton trade with China is slack, the river ports are taking freely are) of Indian yarn at enhanced prices, and there is every probability of the demand continuing. As Mr. Greaves showed, the manufacture of yarns and cloth was on a more extensive scale during the past year than in its predecessor, and at one period the margin between the cost of raw cotton and the value of yarn was wide enough to satisfy mill-owners. The width of margin was not consistently maintained, how- ever, owing to catton becoming dearer and China exchanges falling.
