coffee, cocoa, sugar, tropical fruits, etc., for foodstuffs. All of these are not only produced in the Orient but, in some cases at least, are the chief products of the countries lying on the opposite side of the Pacific. OnA REMARKABLE PREDICTION. the other hand, those countries are constantly Importing the class of articles, which the Uplied States produces and for which our producers desire to find a market abroad,

mediately communicated to all parts of the gun, and breakdowns, especially in the axles, result. It is, moreover, much more difficult to repair steel than wooden wheels.

AIDED BY OCEAN CURRENTS The fact that a great current of water and air flows westwardly across the Pacific from about the mouth of the proposed Isthmian Canal by way of the Hawaiian Islands to the Philippines, thence, turning northward past the great commercial centers of Asia-Shanghai and Yokohama swinging across the Pacific in the vicinity of the "great circle," the shortest route across that oceans thence down the western coast of the United States and past our chief Pacific coast cities, to the very point of beginning, seems to give special advantages to the commerce between the two sections. The diatance from Drito at the western end of the proposed Nicaraguan canal to Manila, following the equatorial currents of air and water, via the Sandwich Islands, is in round numbers 10,000 miles and from Manila back to Brito via Shang- hai, Yokohama and San Francisco 10,500 miles, thus giving to the vessels engaged in that com merce the advantages of favourable air and water currents during the entire voyage, and practically at all periods of the year, "-

THE BRITISH ARMY,

INTERESTING CRITICISMS.

"A Sceptic" in the United Service Magazine utters some doleful and caustic reflections" on Mr. Brodrick's scheme. His paper is one long wail of bitter disappointment. After going, over in detail the various and vital ominissions of the scheme, the writer concludes:-

And so all the promises of radical improve ment have come to naught. After all we are to coptiese very much in the good old way, con. lenting ourselves with tinkering bere and mending there, making the army a thing of shreds and patches, with no hold for our new stitches in the old worn-out material, Is it true, then, that John Bull has become too dull and spathetic to rouse himself and make any real effort; too self-satisfied to condescend to change; too mean to pay for what is wanted It seems so, The armchair and pleasant con- templation of what has been are preferable to reading the lesions of the present and bother ing about the future. In that case there is nothing more to be said; the few who do care are powerless for action; they can only lament

OFFICERS AND PRIVATES

Colonel Hutton, writing in the Empire Review on the evolution of mounted infantry, quotes a passage from Sir George Chesney address written many years ago and read before the members of the Royal United Service In- stitution. At the time the idea was scouted but it reads now like literal, prediction. He said—

"Thuty thousand hersemon would, if handled boldly without fear of consequences, or regard to conventional rule, entirely cripple and confound an army of 300,000. Riding to and fro in rear of an army, intercepting its communications, cutting of its supplies, de- stroying its reserve ammunition and materisi, such a force would, undoubtedly panic

create and confusion far and wide.

SUGGESTIONS FROM THE SEAT OF WAR. "A Field Officer" in Orange River Colony lays down in the United Service Magasine certain drastic demands on the training of an army. He insists that "the lance and sabre are obsolete. The firearmi is all, the rest nothing." Cavalry must go, and be replaced. by mounted infantry, Every company of infantry in turn should be trained to ride and tend horses. The soldier should use the time. not spent in shooting and in (a very much reduced) drill, in producing his own food and clothing. The writer exclaims--and in a professional magazine it is a significant ex- clamation-"the Salvation Army can do these things,

why not the national one?" The paper closes with the suggestion that, since the War is prolonged beyond all expectation, we should use it as an opportunity of the most valuable manwuvres" of all. "It will be à pity if any draft disembarks at a foreign port without taking Cape Town en route and spend. ing at least six months in the invigorating climate of the veldi."

A very interesting article dealing with the army question hitherto little touched upon is contributed by Mr. Erskine Childers to the "Monthly Review, The problem raised by Mr Childers is the relations between officers and men, which have an enormous effect upon the moral of troops, and not less effect upon the ENORMOUS EXPENSE, popularity of the army. It is not the higher officers, but the regimental officers, with whom Mr: Childers deals. The relations between officers and men ought first of all, he says, to be closer

The officers should take a deeper and more detailed interest in their men's welfare as distinguished from their work should live more, with them and like them; know them better; do more to gain their confidence and affection by personal conside:ation in times of strain and hardship, and, indeed, by taking their full share of such hardship.

Stand offishness has a bad effect, and a little dignified familiarity is useful. But soldiers are grumblers, and the question of food is always a difficult one. Space in the transport ought to be saved by a reduction of the officers' impedimanta-

Rigid orders are generally made against carrying anything on the waggons except the barest necessaries. For instance, in the kit waggons of an infantry battalion, it may be that the men's blankets and nothing else are admitted. If a man wants to take any extra. comfort sech as spare underclothing, be must carry it on his person, already burdened to the extreme palat with rifle, two pouches of am munition, water-bottle, belts, and haversack. This may be all very tight and necessary Buch things are the common hardships of war, which is not a picnic, but a hard practical business. But space, which is so saved, ought not to be represented by tents, tables, clothes, stores and wine for the use of officers. It must be remembered that the effect is cumu lative. Every Cape cart and waggon so used bas to be drawn by horses, and mules, whose forage must also be carried with the column..
