Should any of these returned students, however, show special qualifications or aptitude in any branch. of science which would require further study in Europe, it is proposed by the Hangchow provincial Government to send them abroad for another term of three years to complete their studies. In the meantime it is intended to send another batch of thirty students to Japan to succeed those who are 1000 to return, and this most commendable schome, it is reported, is to be kept up successively for four or five terms of three years each. A Changsha, capital of Bunan, dispatch to hand, states that: owing to the drought of the past seven or eight months in the prefectures of Hengchoufu and Yungchoufu and the large independent sub-prefectures of Kueiyangchou and Pinchou, in that province, there have been exceedingly poor harvests there.
