The Athenic has large cargo capacity, with ample appliances of the latest and most ap proved type, Refrigerating apparatus and chambers have been filted for carrying 100,000 carcases of sheep. The tween decks are also fitted with the necessary arrangements for carrying fruit and dairy produce. The re frigerating plant is on the carbonic acid system, constructed by Messrs. J. & E. Hall, Dartford, and the cooling effect is transmitted to the holda by means of brine circulating through coils of pipes in the usual manner. Here then are the more salient points of his scheme of reform. 1. The addition to the Board of Admimity of a Naval War Lord, on whom shail devolve all war preparations, and the responsibility of placing all necessary requirements before Parliament.

2. The purchase of coal-fields at home, and in the Colonics, by the Government, so that strikes shall not affect naval supplies.

3-The abolition of all, warships useless to fight, or valueless for lack of speed.

4-The establishment of a register of re- serves, skilled artisans and others able on em ergency to fill certain ratings on men-of-war.
