solely with the object of keeping the roads and streets in repair and providing proper police supervision for the inhabitants. In fact some of the parts were governed by the foreign consuls until the time of the revision of the treaties, and the funds derived from these taxes used for the purposes above indicated, the Japanese Government merely deriving, the benefit of the price which the land realized
when sold to the original purchaser When the original trestjes were revised it was distinctly stated that no further tax of any kind should be put on the landed property in any of the forel concessions. But no sooner had the old treatles been abolished and the whole control of the foreign concessions placed with Japanese than they began to levy taxes in every direc tion, and all at the expouse of the foreigner. Besides the old original land tax there is an incolae tax, business tax, property tax, munici pal and imperial tax and, to crown all, a house Ramatalli Khon, I.P.C.tax. While most foreigners reluctantly paid the Sant Singh Sergt. other taxes, one and all felt that the house tax Strautin Pakin State
was contrary to the revised treaties and, acting Rallway
on the advice of their couania, nearly every foreign property owner in the country refused to pay. For several years applications have been made thru the Japanese officials and, ip some calo on Zefforts exacted to collect this tax buticle success, until the con- clusion of the Anglo-Japanese Treaty, This has probably act, the Japanese heads swelling, as did the fate success with the Chinese, and as their belief is rather in might than right) they have again assumed a right and asserted a power while, that right was still in dispute. Considering that this matter of the boute tax has been in dispute over since the old treaties, were revised and that almost every civilized nation is interested in it and many of their officials constantly occupied with its considera- tion it is apparent that the Japanese have in adopted a very high handed proceeding seising the property of some of the largest and best institutions in their country and which have been the mainsprings in making, Japan, what it is to day, in order to procure, a tax
ch they themselves admit is still of arbitration. Such an art is not the Japanese any good, and will open the eyes of European powers go actual sincerity of this oriental power the first to be allowed to have jurisdiction over Enro peans and the question; whether sion has not been, a mistake and that it is to of the Japanese their interests and to the themselves that the old system should ba renewed.
