It is surprising to find there are such a few members of the Hongkong Jockey Club interested in the ordering of sub. scription griffins for next year's races. A meeting was held in the Chamber of Commerce Room, City Hall, at noon to-day for the purpose of considering the question and only about half a dozen-members put in an appearance. Mr. G. CC Master presided and others present were Measta. 1; P. White, T. 8. Forrest, Meier, Hahuks und T. F: Hough (Clerk of the Couise). After a very short dis cussion Mr. Master proposed, and Mr., White seconded, that as Mr. Hough was shortly visit- ing Australia he be naked to telegraph his re commendation and cost to subscribers at as carly a date as convenient,

Mining-Punjoms are quieter at $44. Raubs have enquiries at 59, but no shares appear to be obtainable. All other stocks under this heading are dull.
Docks, Wharfs and Godowns.-Hongkong and Whampoa Does again been placed at $262. Kowloon Wharfs have further declin-

The heaviest return was registered for the last two months of the closing year, when no less than 4,400 prisoners were either publicly executed or secretly done away with.

Bacon, D.S.O., in an atticle on Naval strategy. Tertiary or temporary bases are geographical localities used by ships beffect repairs or replenish stores, but in themselves are not large depots and do not provide docks or factories for repairs. They therefore equire no permanent fortifications, or only those of the most elementary nature. There may be harbours where slipa may anchor independent of swell or weather, where, with the light defences of the place, and their own appliances, they can, if necessary, guard again! torpedo attack. Wet-hai-quer is an example of sick a base. These light defences, these fortifictions of an elementary nature, we believe, wil be ours in time and to quote Mr. Arnold-Faster, "Wei-hai-wei will still be a naval base for many purposes."
These considerations bring us to the subect of the third telegram. Defensive strategy is for us rendered still more improbable by he fact of the Anglo-Japanese Alliance. The Allied Ficels are

In times of peace it will be no uncom mon sight to see Japanese battleships lying alongside British men-of-war in the anchorage of Wei-hai-wei which, as you know, is
