Passengers holding Orders for OVERLAND CITIES in the United States have between SAN FRANCISCO and CHICAGO, the option of the SOUTHERN PACIFIC, CENTRAL PACIFIC, UNION PACIFIC, DENVER and RIO GRANDE, and other direct connecting Railways, and from Chicago to destination the choice of direct lines.
Special rates (First-class only) to European Poials, are granted to Missionaries, Members of the Naval, Military, Diplomatic and Consular Services, and European Civil Service Officials located in Asia, and to European Officials in the Service of the Governments of China and Јаран

Freight will be received on board until 4 P.M. the day previous to sailing, Parcel Packages will be received at the Office until 5 PM, same day; all Parcel Packages should be marked to address in fall; value of same is required.
Consular Invoices to accompany each shipment of Cargo or parcel, (valued at Sroo. Gold or over) destined to Points, beyond San Francisco, in the United States, should be sent to the Companies' Office addressed to the Collector of Customs at San Francisco.

Sir The conspicuous firmness of the Spectator, of which I have been for many years, an admirer, appears strangely at fault in the concluding paragraph of your article on "The Return of the Empress" in your issue of Jan. th. In it you write: "We take no pains to send our most reflective diplomatists, there (Peking), but are content with men who know the language and have experience,' and who, when a great political storm is only a few hours off suggest, with Sir C. MacDonald, that all will go right if there is a little more rain." I am not concerned to defend Sir C. MacDonald," who, for aught I know, may have made this remarkable statement, but to dismiss our pre- sent representative in Pekin, Sir Ernest Satow, in this contemptuous manner seems to me the height of injustice. The man who "cleaned the slate in the manner which Sir E. Satow bas done both in Morocco and Japan might surely rank as "a reflective diplomatist," and certainly. if it be a crime to "know the language” he is "the most offending sou) alive," so well versed is he in foreign tongues. No one who has not been a witness of this distinguished man's handling of an awkward crisis in international affairs, which it has been the present writer's privilege to see, could possibly allow such a slight upon him to pass unnoticed. At a recent meeting of the Court of Common Council, it was resolved that the Guildhall be Etted up for the approaching ceremony of pre- senting an address to Mr. Chamberlain. On bis arrival, the Colonial Secretary is to be con- ducted through the Art Gallery, and received in the Library, and 200 guineas was voted for the decoration and seating arrangements. Mr. A. C, Morton opposed the vote, and was saying he objected to "do anything to offend the Ger man people, when he was ruled out of order. The City gave its order to firm of glodsmiths on 3rd ulto, for the casket in which the address to Mr. Chamberlain is to be contained. Thirty- eight ounces of 18 carat gold and sighty ounces of silver will enter into the building of the. casket, which is to bear medallions with designs emblematical of the Colonies. The artificers will take six weeks to made it, and therefore the address, which is to be presented to Mr... Chamberlain in the Guildhall on February 13, will be handed to him without its beautiful case. Every member of the Cabinet without excep tion has accepted the invitation to be present at the ceremony..
