The argument that most of the principal, witnesses are now in South Africa, is round and in one sense unanswerable, but so strong is the feeling called into existence by the disclosures already made of incompetence and extravagance, that it is doubtful if the Government will be able to resist the demand, for at least a preliminary investigation of the system upon which the Department in managed and by which the selectors of horses were appointed. One of the most peculiar features of the general blundering is that revealed by our military attachés in Vienna and Washington. On a matter upon which their professional knowledge would, presumably, be of value, they were never consulted, indeed the fact that horse-purchasing was in progress in the countries to which they ara respectively accredited only reached them through the newspapers. Both these gentlemen affirm that on learning of the work in band they telegraphed to the War Office suggestions re- specting means of purchase, agents, etc. buttheir communications were entirely ignored. Captain Hartigan gave to a Mr. Lewison à contract to provide 3,000 Hungarian homes at £33,16.8 each.
