News at Peking, who, in spite of his notoriety in the capital as a reactionary, has been step by step promoted by the Empress, Dowager from a Hanlin Academist to his present bigh post within a space of not quite twenty months, is to be sent on a secret mission | by way of North Kansy to ex-Prince Tuan, owing to his (Yi Kô's) influence over and in- timacy with the former. It would appear that the Empress Dowager is so alarmed at the receipt of certain news about ex-Prince Tuan's rebellious intentions, first, against the dynasty for disinheriting his son P'u Chun, the late Heir-Apparent, and, secondly, against foreign nations to whose instrumentality he attri butes his present circumstances, that steps are being actively taken at her orders to entice the ex-Prince to some
