IN MEMORIAM:-The German residents at Tientsin have raised 20,000 marks to erect a monument in memory of the German soldiers who died in China during 1900, and 1901. The monument will be erected at Hongkong, FOR UNLAWFULLY REFUSING to obey orders, using profane language, and insub- ordination to Inspector Riley, of the Water Police, P. C. Wade also of the same service was sent to the house of detention for fourteen days.

THE LOOT SCANDAL:-Hiroshima, 28th February. Colonel Awaya and three other officers, who are charged with being concerned in the looting scandal have been committed for trial by Court-martial to-day, and have been incarcerated in the military prison.

NANCIAL CRISIS IN HONAN: A Honan despatch received in Shanghai says that the provincial treasury has, after the payment of the first instalment of the indemnity, a balance on hand of less than Tls 20,000. The authorities are at their wits end to face the crisis, for with out funds the administration of the province

SANITARY BOARD.

A special meeting of the Sanitary Board was held as noon to-day for the purpose of consider ing what steps should be taken in view of the fact that at present assistant plague surgeons cannot be obtained from India.

The Chairman said:-Gentlemen, the Report and final accounts of the Company have been in your hands for some days, you will therefore be familiar with the contents making it unnecessary to read them again. As regards the Accounts of the former General Managers, I think I need only say alfew words about the item of Charges Account $1021.20. These expenses were incurred in connection with the sale of the Property and consist chiefly of costs for Survey and valuations of property and solicitor's fees. Turning to the Liquidator's Account, I decided to consider the amount of outstanding Dividends $247.50 appearing in the General Managers' statement as forfeited and added it to the money paid back to the Share- holders. The power to deal with them in this way is given by clause 6, section XVIII of the Articles of Association, as all these Dividends are unclaimed for more than a year. I tried to find out the persons entitled to receive this money, but I have not been successful.
