THE HONGKONG TELEGRAPH, THURSDAY, FEBRUARY 27, 1902.

They took the second question which was to be dealt with first, as it was essential to deter mine the position of the Principal Civil Medical Officer before dealing with his staff.

THE COGILL AND BUTTON'S ENTERTAINERS.

Assistant Superintendent of the Government Civil Hospital, (Dr. J. Bell); The Medical Officer of Health, (Dr. F. Clark); The Deputy

of the Port, (Dr. J. H. Swan), Popular prices and the promiss of an up-to- Health Officer and Dr. R. M. Gibson of the Alice Memorial date specialty company such us that ensured and Netherolo Hospitală.

by Messrs. Cogill and Sutton's entertainers, combined to fill the C ty Hall to overflowing last evening. Little Aimee Tasma opened the first part of the programme with a very. clever high wire act. She is a juvenile marvel and some of her evolutions seemed almost impossible on the frail looking wire stretched across the stage. Ai the close of her act she did a marvellous performance on a revolving wheel, banging on with her teeth and going round at a rapid rate. Miss Lena Harvey proved herself a very fascinating serio-comic and soubrette, and won well earned applause. Madame Adalina Sarina proved last night just what she is billed as "the Queen ofthe "Air" andshe certainly won well merited applause

by her agility on the trapere. We learnt from. the management that Madame Sarina worked- last evening at a great disadvantage owing to the stage being so low; as her act is generally done at a height of 10 feet, instead of as last. night at only 14 feet from the Acor. sailors in the Theatre were quite taken aback

Their Report is as follows:-Question 2. The position and duties of the Principal Civil Medical Officer. Answer-We are of opinion that the Medical and Sanitary Departments should be wholly separate and that the Medical Officer of Health should be independent of the Principal Civil. Medical Officer, The Medical Deparment should be under the jurisdiction of the Principal Civil Medical Officer who, however, should not be an administrative offi- cer only, but should retain his present position as Superintendent of the Government Civil Hospital. The Sanitary Department should be under the administration of the Medical Officer of Health subject to the control of the Sanitary Board. Question The numerical strength of the Medical Department.

Auswer. After mature consideration we

have come to the conclusion that the stafi as at present constituted and consisting of :-

1 Principal Civil Medical Officer, who is also Superintendent of the Goverment Civil Hospital;

3 Assistant Surgeonsį.

1 Health Officer of the Port; is not sufficient to carry on the work of the Medical Department efficiently. In our opinion,

Medical Officers are reqied:

1. Principal Civil Medical Officer; 4 Assistant Surgeons; and

a Health Officers of the Port; the two last named being Government Officers, who should devote their whole time to Govern ment work and should be forbidden to engage in private practice either ashore or afloat

We have ascertained in the course of our investigations how much time is taken up with Government Medical work in the various branches of the Department, and we beg to submit the subjuined list of duties in tabular form to be assigned to the several officers, one for epidemic and the other for non-epidemic

times.

when Madame Sarina treated them to scine VALUABLE LEASEHOLD PROPERTY marvellous feats of strength on a perpendicular rope, which "only they "know how difficult it is to do. The first part of the programme was concluded with a bright little comedy "Two Gaiety Girls? In this pièce Mr. Harry Cogill and Miss Maie Arlea made their first appearance in Hongkong, and judging from the hearty reception they both got on their entrance, we would naturally think, they have been old favorites amongst us for years.

Mr. Cogill's acting is of the highest order of merit, and Miss Arlea as one of the Gaiety Girls gives full expression to what charm and grace that lady possesses,

Messrs. Casion, Fred Altro, and Miss Lena Harvey filled their parts admirably; the plot is good, it is well told; it is adorned with much subtle humor; and is a charming stage-picture, that makes it more than good enough.

100

After an intermission of ten minutes the Orchestra of H. MS. Endymion opened the second part of the bill with a lively March, after which Miss Della Rose appeared, her marvellous exhibition of and gaye

is the best which dancing, and piece of work of its kind we have seen for some time in Hongkong. The sketch The Booking Agent" was unmistakeably funny ;.| the new French dance given by Miss Arlea had to be repeated. The sketch is full of humour throughout, and in fact, so much so that the artists had to wait repeatedly to be heard on account of the audience laughing so much. Mr. Dave Caston last night fully showed his abilities as a comedian, if we had not had a programme we might have thought we were home at The Empice" and looking at "Little Tych;" his antics and gestures were a master- piece of low comedy. As a top-boot dancer he is certainly a marvel, and there are no flies on Dave, Altro, the Tramp, gave a most amusing turn on musical instruments, and what he could not get music out of would be bard to tell, as he produces it from bottles, sticks, tin cans &c. Miss Rose Aquinaldo brought the performance to a close by a wonderful contortion act, Whether Miss Aquinaldo has any bones ar not, judging by last nights performance we would not like to gamble, but the way she twists and turns about, well, oce must see it to beliève. We further consider that some closer super-- vision should be exercised over, or new rules drawn up for the regulation of, the absence on leave of the officers of the Government Medical Department with a view to at least arranging for the presence in the Colony during Plague time of the nearest approach to the full stat

There should always be a Medical Officer on duty at the Government Civil Hospital, and during his tour of duty be should not be per- mitted to leave the Establishment unless for an urgent professional call.
