At a meeting hold on the feth February attended by a large number of officers of the China coast, the following decisions were passed.

To give owners till the 17th February to

reply in letter.

:

If no reply is received, to send a final letter in, requesting a favourable reply by the 21st, failing which such measures as may be neces- sary, will be taken

It is further, agreed that officers shall leave their ships in the Outports if a strike is agreed on, on receipt of a cable to that effect.

If at noon on the zollra favourable reply has not been received all officers in port will give 24 hours notice to their Captains, and leave

their ships on the 21st at noon.

A copy of felter and circular to be sent to each ship and to Hongkong.

The following circular has been sent to Messrs. Jardine, Matheson and Co., Butterfield and Swire, and the China Merchants S. N. Co. at Shanghai.

Gentlemen,-We beg respectfully to ap proach you with regard to our present rate of salary, and to ask you to he good enough to grant us a substantial increase of same. Un dernoted we beg to place before you the prin. cipal reasons for approaching you on the above matter, viz

-We consider that as responsible officers. of a watch at sea our services are of more value to the company; considering the amount of property at stake. in ship and cargo.

-We consider that there is too much difference between the rate of pay received by the ship masters in the employ, and the officers who assist them in the navigation of their ships, 3-e find that through the poor purchasing value of the dollar the present rate of pay as ist inste, 12 and 14 pounds a month is only equal to a value of 8 and to pounds a mentit if earned and expended at home ports. This value applies to 2nd males pay in proportion. We venture to say that there is no other profession, business or trade carried on in China that does not confer on those who follow it a salary of more than double the remuneration that the saine men would receive if employed in the same capacity at home.

4-We respectfully submit that we find it impossible in save money at the present rate of pay, and as we all have home ties, we think we ought to receive a salary sufficientte enable us to keep in touch with them. You are aware of what it costs to go to England from China and to stay at home say for six months without receiving any pay.

f.-It has frequently happened that the Company have engaged an apprentice engineer from the Dock Co., in Shanghai, as 3rd engineer of a steamer at a salary of 12 pound: 15 shillings per month and on board the same steamer may have been, and has been a 'ist mate re- ceiving only 12 pounds per month. This has been and is a sore grievance to every self- respecting officer in the Company, and has - roused a feeling of indignation in every man worthy of the name in your service. We know of no other part of the shipping world where such a state of things exists namely, that a third engineer with very little responsibility, receives a higher rate of pay than the officer who has to take command of the ship in the event of hything happening to the master, and who at all times is responsible for the safe stowage of cargo, and the safety of the ship and cargo during his watch at sch

6.We are aware that the supply and demand of deck officers of this coast, is fairly well balanced. If any thing the demand very often exceeds the supply.

In past years the Government of Hongkong has held that in Schools maintained or assisted by the tax- payers no distinction of race or creed could legitimately he drawn. Lately however, the Government has been induced to regard the question in another light and has arrived at

the conclusion that an education given in schools attended indiscriminately by the chil dren of various races and languages is not efficient and that the best interests of the in habitants of the Colony will be served by the establishment of separate schools in which the children of each race can obtain the education which is specially suited to their needs."

2.-This being se the Government views with some embarrassment the position created by the terms on which the British Kowloon School has been established. The position may be briefly stated as follows You Sir, made the generous offer of a large sum of money for the erection of a, public school at Kowloon open to all races, and the Government gratefully accepted that offer. But in the two years that have since elapsed the views of the Government have developed and at the very time when the principle of separate schools has become established it finds itself in the position of having to open a new mixed

school.

The Government is convinced that a mixed school is not likely to prove a success and will certa inly fail to benefit the European section of the Kowloon community whose wants were beyond doubt the immediate objects of solicitude when the scheme was evolved. On the other hand the present wants of the Chinese are well pro- vided for by the Government school at Yau-be said that Mr. James is a man whom a, com- mati. The latter school is already. in existence and the Government undertakes to provide it with proper. quarters without delay. The Government therefore desire form- ally to request you to waive the condition that the school erected at your expense should be for Europeans and Asiatics alike and to agree to its being maintained exclusively for children of European parentage. In so doing the Government feels that it is asking you to sup- plement a very handsome gift by removing a difficult condition, and one which is believed, by those best qualified to judge, tobe prejudi- cial to the best interests of the Colony.

It is hardly within my competence speak- ing from the point of view of the educationist, to enter into any discussion on this latest decision of Government. But I cannot refrain

from an expression of very sincere regret for so radical a change of policy on the part of the Government, and one that is so much opposed to the spirit, which prompted my offer of the school to the Colony. To recall previous corre spondence and interviews, it will be remembered that I attached most importance to the stipula tion that no distinction should be drawn as regarde either the nationality or creed of any scholar applying for admission to the Kowloon School: ?
