The subscriptions for the schools to teach westhern science and English are coming in The last published list gives a total of upwards of twenty thousand dollars for Canton. Tha idea, so far as can be learned from the Chinese, is to have two schionis, one in Canton and one on the Honam side of the river The Kwong Nga Shu' Un, Viceroy's College, is to be con- tinued. At present English is being taught but the students are satisfied with being able to read and write in'n kind of a way, and say a few words. There seems to be no want of money to carry on these institutions but much of the money is wasted because no one is found to direct the work.

It is generally under- stood that the Edict was nothing more or less than an attempt to whitewash the notorious Bøker leader and so somewhat brighten his besmirched reputation. Jung is expected to present another memorial in the course of a few days and it is generally thought that be may then be transferred to Yeho, or elsewhere. CHANG CHIH-TUNG.
The Chinese Government has wired to H. E. Chang Chih-tung, Viceroy of Liang-hu,: instructing him to proceed immediately to Peking, to assist the Plenipotentiaries in their negotiations regarding the Manchurian Convention. It is reported that so soon as this very vexed question is settled the Empress Dowager will appoint Chang Grand Secretary of the Board of Government, to discuss the re- form of the internal policy of the Empire.
ANOTHER RUSSIAN CONCESSION: The Russians are reported to have obtained from the Chinese Government a concession for a Russian settlement at Shanghai. The con cession will be between the French Settlement and the Kiangnan Arsenal.
AFPOINTMENTS.
Chang Poshi, Director of the Imperial Peking University, has appainted Woo Yu Lun to be President of Chinese Learning, and Tseng Kuang-chuan to be President of Western. Learning Woo was formerly private secretary to Marquis Tseng Kuo-fen and is highly: educated in the Chinese classics. Taeng is the: sen, of Teeng Chi-tse and has had a scientific education in both French and English. Both of these appointments are considered eminently satisfactory.
ANGLO-CHINESE COLLEGE. The Rev. S. Lavington Hart, of the London' Mission, has established in Tientsin an Anglo- Chinese College for the purpose of teaching English, mathematics and science to the Chi nese. The college is to accommodate some, fifty students, and will open on the 24th inst. My Hart is a Doctor, of Science of London. and holds the M. A. degree of Cambridge. He. has spent many years in China and possesses considerable knowledge of the language, The school fee is to be 54 per month, but the rich can pay more if they choose and the poor will be educated at special rates. It is hoped that the new college, will be a step towards the awakening of China.
