is making of this Christmas Vacation a perfect hot-pot of rumuor. The perusal of a dozen papers of varied: political complexion leaves the average. Englishman in a state of hopeless mental confusion, because no party can make up its mind, as a party, to neglect. Lord Rose bery; they all want to secure his adhesion.

The question that seriously presents itself to the truthseeker, in view of recent developments, is this, does Lord Rosebery himself know his intentions, any better than the journalists? There are those who say that he does not, for men who hesitate to express themselves freely on the platform or in print, will sometimes reveal their thoughts in a less obtrusive man- ner. It appears to be fairly well established that, once again Lord Rosebery hestitates ou the brink of action. He bas cancelled, his engagements to speak at Wigari and elsewhere and will make no further public appeurance be- fore the opening of Parliament ten days hence. It may be that he is possessed of knowledge which makes inaction the master play, but there is no doubt that every hour of hanging back from responsibility loosens his personal hold upon the nation'at large. John Bull thinks slowly, but he is excessively tenacious of such conclusions as he does arrive at, he believes that Lord Rosebery could do something for the country at this crisis, and views with distrust a waiting attitude, In the face of no- tional peril.

The Pro-Boer tail has so long wagged the feeble Liberal dog, that Lord Rosebery feels doubtful of his own ability to control, that unhealthful appendage on the one hand, and of bis courage to cut it off on the other,
