A few days ago 14 praku loads of people came over from Padas (North Borneo) to in terview the Governor re the new poll tax of $5. taxes on boats, fishing nets, fruit trees etc. etc, which if exacted will drive the natives from the territory. With all this the Chinaman who ex- ploits the native pays nothing. If a poll tax of $100 to $500. per annum were put on Chinese traders it would be mqre.equitable.

At present, next to the Governor, his friend the Oplum and Spirit Farmer (in North Borneo also the gambling Farmer) appear to be the governing bodies.

A MONKEY AS A WITNESS.

At the Mazagon Police Court, Bombay, recently, an amusing case of the rightful owner ship of a monkey was brought before Mr. Dastor. The parties concerned were Gopal Dhondu, a Bombay policeman, who figured as complainant, and a lfindů, named Gunput | Rama. Both sides produced evidence as to the ownership of the animal. The, Magistrate in his discretion elected to test the sagacity of the animal and to decide the case on that point, as the evidence was conflicting. The complain ant failed to make the animal through any antics, whereas the defendant had complete control over him, and finally made him salaam the Court. His Worship (stated that it was impossible for defendant to train the animal in so short a time as contended by the complain

ant and decided in favour of the former.

THE KOWLOON LAND AND BUILDING THE HONGKONG ROPE MANUFAC- position that there was no way of arriving a the truth so good as the examination and cross-examination of a witress on oath in open court, in the presence of his friends and neighbours, though he suggested that the bath was too often administered without due regard to its solemnity. He believed there was far less deliberate perjury than there used to be, though he thought there should be more pro- secutions: He recalled an anecdote of the Rev. Rowland Hill, who when pickpockets infested his church, reminded them that "There is a God in Heaven who sees every act you do, and a polienman round the comer who will arrest you if you do it." In continuing, he said thata woman was much quicker to find out what was heing driven at than a man. A woman would see what was coming four or five questions off. What wou'd happen if they ever had women advocates he dared not suggest.
