THE HONGKONG TELEGRAPH, THURSDAY, JANUARY 30, 1902.

He was appointed Gaptain Ghina in 1989 by ↑ “Madame," said: “As for you," Mrs. Jack- the late Sir William Maxwell, who held him in great esteem-a feeling which was recipro cated. During the Pahang rebellion he rendered much assistance to Government and wgs thanked for his services.

.

'His generous hospitality and his capabilities as an after-dinner speaker will long be re- membered by his many European friends whilst his unostentatious private charities' among all nationalities were both many and liberal,

In fact he was typical of all well-to-do Chinese gentlemen in this part of the world, and worthily upheld all the traditions of kind- ness, generosity and public spirit which, have ever 'distinguished our leading Chinese, re- sidents.

The late. Yap Kwan Seng was a man of more than usual intellectual ability, and filled his office as Captain China with dignity, tact and earnestness. He took the keenest interest in all matters appertaining to the public life of the State in which he lived and his influence was always on the side of peace and progress. He leaves behind him five wives here and three in China: also a large family consisting of fifteen sons and ten daughters. He passed away peacefully surrounded by his family. He was conscious to the end. The funeral will probably take place after the Chinese New Year and the deceased's private burial ground on the 'Maxwell road will be his last resting place.

:

ilis death will be much regretted in Kuala Lumpor where for so long he has been such a central and respected pillar of both public and

private life.

When the history of Selangor comes to be written, the name of the courteous and able Yap Kwan Seng will not be 'overlooked, and it will be recorded that he served the State with diligence and distinction.

THE AMERICAN CABINET AND THE SCHLEY CONTROVERSY.

President Roosevelt's Cabinet seems to he demoralised. Several days ago, says a mail paper, the President asked Mr. Long to request the resignation of Mr. Maclay, now employed in the Brooklyn Navy-yard, whose criticisms of Admiral Schley caused the recent court martial Mr. Long, it is said, desired to keep this incident from the public, and the President, in order to make it known, was, forced to request Mr. Root, Secretary of War, lo inform the Fress. The President and Mr. Long, are now reported to be estranged. Mr. Gage, Secre ary of the Treasury, has resigned. Mr. Ropi, in censuring Ceneral Miles, the Commander- in-Chief, for his praise of Admiral Schley, has caused a great public, demand that the President shall find someone else for the Secretaryship of War. Admiral Schley also intends to appeal to the courts against Mr. Long's endorsement of the court-martial's findings. Mr. Long, in practically censuring Admiral Devey for assert

The Herald's Correspondent reports that President Roosevelt himself saw General Miles in his crowded audience-room, and asked him about the interview on the finding of the Schley court of inquiry ascribed to him by a Cincinnati paper. General Miles replied that he was exercising the prerogative of a private citizen. Mr. Roosevelt then, in a loud voice, audible to all present, told General Miles that he could not act in the capacity of a private cition, since he was Commander-in-Chief of Per P. and O. steamer Ceylon, from London, the Army, and that he had committed a breach | Jan, 11.—To Shanghai : Mrs. Rowbotham and of military discipline. THE HOROS TRIAL.

EXEMPLARY SENTENCES,

The trial of Frank and Laura Jackson, otherwise known as Theo Horos and "Swami, has been concluded at the Old Bailey. Both prisoners were found guilty-the man of a grave 'crime against Daisy Adams and the woman of aiding and abetting him in the commission of the offence. The end was in dramatic opposi tion to the many scenes which have characteris ed the trial. All the fire and vivacity with which both prisoners-and more especially "Madame"-haddefended themselves, vanished with their final appeals to the jury.
