ANTI-PLAGUE INOCULATION.
The President-Whilst dealing with this matter, I may mention that a fresh supply of Anti-plague serum has arrived in the Colony, Indian and European experience leaves no doubt as its protective influence when it is injected subcutaneously. It is not a complete protection, but undoubtedly an attack after the serum has beenlinoculated is of a milder nature; and it occurred to me that there are many Europeans in Hongkong who might with ad- vantage be inoculated, and that as speedy as possible. I refer more especially to those who

WORK OF CLEANSING CANES, The Secretary laid on the table a report of the work done by the cleansing gangs during the fortnight ended 18th January. It bore that 924 houses had been cleansed, 1,850 doors fumigated, and 7,785 floors cleansed. The number dealt with in the previous fortnight (which contained however four public holidays) was 69t. The number of houses lime-washed during the fortnight ended 15th January was

DEAR SIR,In the passing away of Cupt. Eastings a most notable man and a most con- scientious public servant has been lost. It is not too much to say that no official who ever. drew pay in Hongkong did more to earn it to the utmost of his ability than he did."
Fitted by nature and training to organize and command he was at his best when, so employed.
If any man was ever entitled to be called the "Handy Man "he surely was, whether he was Harbour Master, Chief of the Police, Gover- nor of the Gaol, Police Magistrate, or Post- master General. he always worked right up to. the collar, no shirking however new the work or disagreeable it was, but just doing it to the very best of his ability and"power.
His earlier training and experience, gained before he came to this colony, gave him many advantages over the average official, who is evolved from the cadet trained in a narrow groove, but the fact that he was not one of these heaven born individuals opcrated to his detri ment on more than one occasion.

WATER SHORTAGE.
Mr. Osborne-1 should like, if I am in order to ask the Director of Public Works if he will kindly state for the information of the Board whether any steps are about to be taken for supplying water as was done some years ago when we had a similar drought and when lighters were employed in bringing water from the Capton River. I do not know that this matter altogether concerns the Sanitary Board, but it certainly concerns us. A great deal: 1 think we should not allow this meeting to pass without saving something on the subject and endeavouring is far as possible to meet this drought. I believe that good water can be ́obtained on the other side and brought over here and distributed along the Praya-soid, if need be. I have been told of one instance of Chinese down in the East Point direction not being able to get water at all from the hydrants, and to-day am told by a Portuguese on the Caine Road level that there also they cannot get water without fighting for it at the hydrants, and that they would gladly send their coolics
