EXCLUSION DE CHINESE.
In this connection, I cannot help touching pon a subject which concerns the welfare of my quintrymen. You krów, of course, that I refer the exclusion of Chinese from this country. Their exclusion is brought about, you are pro bibly aware, by special, and ant by general LA's. It is a discrimination against the people of a particuler country. It is not necessary for me here to go over all the arguments that have
been urged against the immigration of Chinese ido this country, Suffice it to say that they ate all more or less unfounded and unsound and can he easily traced to misunderstanding and to an ignorance of facts. It has often been contended, for example, that if the bars of exclusion were to be let down, this country would be flooded with millions upon millions of China's surplus population. If such fears were based more upon a solid foundation than upon a fertile imagination, it would indeed constitute a menace to the political existence of the American Republic; then it would be natural and proper that strict measures should be adopted in prevent such a catastrophe, and no reasonable, person couki raise any objection. But let is examine the real facts of the case The population of the whole Empire of China is commonly supposed to be in round numbers 400,000,000, but conservative estimates by foreigners who have been residing in China make it considerably smaller, no more than .300,000,000. It should be remembered that

would never have been reclaimed, and thon sands of miles of railroads would never have. been built. If he had never set foot upon
American sol the development. of the west would have been set back at least ten years, It may be asked whether these public works could not have been done by American labour. Perhaps in that case for lack of sufficient labour the east of construction would have been so enormously increased as to render such undertakings out of the question. From
Lan economical point of view, the Chinese are
regular poineers in preparing the way for the advent and establishment of a community of more advanced development. Now that the transcontinental lines have been completed how many Americans have derived their daily bread from the working of these lines! It is Chinese labour in the first place that rendered the employment of white labour possible.

Let me briefly state what first led the Chinese
to come to the United States.
Some years after the discovery of gold in California, the report reached China. A few adventurous spirits of those days in Canton. the capital of Kwangtung province, buoyed up by the hope of finding gold and making their fortunes, braved the hardships and privations of a long ocean voyage and landed upon American soil.
