THE EMPRESS-DOWAGER'S FEARS Evidence is accumulating of the Empress- Dowager's timidity àbout re-entering Peking, says the Shanghai Mercury. Her first romark on alighting at Machiapu railway station was, "Where are the foreigners? Seeing a few newspaper correspondents there she bowed to them obsequiously. Before leaving Paotingfa she requested Mr. Foley, the Superintendent of the line, not to use the locomotive whistle, explaining that she was extremely nervous and that the whistle frightened her. She proposes to decorate Colonel Craster and Lieutenant' Cowie, of the Royal Engineers, and Mr. Foley for their management of the train, as well as the American aud Japanese officers who protected the places during her absence.

guard, and who joined in the attack on the Legations under Prince Tuan in 1901, bave returned with the Court to Paking, as we learn from a Directory of the places where the high officials and followers of the Court were lodged at Paolingfu. The whole list of names of the officials who accompanied the Court on its re- turn to the capital occupies thirteen pages in this Directory.

THE EMPRESS-DOWAGER STILL IN COMMAND:-All testimony available in- dicates that the Emperor is more completely under the domination of the Empress-Dowager than ever. Several high officials were granted audience to-day, and it was obvious that the role of the Emperor was that of a figurehead. The Empress-Dowager sat on his left and con- ducted all the conversation. According to the accounts of others who were present, the Em- press-Dowager ignored the Emperor and he did not make any attempt to interrupt, or engage in what was going on. He appeared melancholy and listless. The principal topic of discussion at the audiences was the pre- sence of the foreign garrisons. The Dowager- Empress is said to have been impressed with the necessity of a conciliatory policy.-Shang hat Mercury.
