CARNEGIE'S GENEROSITY-It trans- spires that Mr. Carnegie's offer of $10,000,000 for educational purposes was not tendered in cash, but in bonds of the United States Steel Corporation. The offer in that form has greatly, embarrassed the Administration, as it is feared that the acceptance of the offer might give rise to complications. It is understood that it is the President's desire that Mr. Carnegic should convert the bonds into cash, and thus remove the only obstacle to the acceptance of the gift.

Chinese Eastern Railway authorities have issued a very curious notice to passengers, that no person will be accepted as a passenger to travel by the line unless he signs an agree ment to the effect that he will make no claim for compensation from the company in case of any railway accident. This is a rather useful provision, because during the past month there have been 27, accidents and collisions, involv ing more or less severe injury to 187 persons, THE ORIENT EXPRESS, on arriving at Frankfort-on-Maimón ôth ulto, on its way from Ostend to Vienna, ran into the station at full speed, crashing through the barriers across the platform into the waiting room. The train was brought to a standstill in the middle of the
hall. The few passengers that were in the tmin were much alarmed, but none of them were injured. Two persons were sitting in the waiting-room at the time, and just managed to save themselves from being crushed by a stone wall which was knocked down by the engine. THE CHINA MEDAL:-The design is being prepared for the medal to commemorate the recent operations in China, says the L, and C. Express. It will bear a marked resem- blance to the medal issued for the Ching war of 1850, and the ribbons will be of the same colours. All who took part in the fighting will receive the decoration-soldiers, nurses Indian public followers, and servants, and we believe the Hongkong garrison will also participate. A war gratuity of about half the rate of the South African war gratuity will be awarded.
YANKEE CAPITALISTS AND THE C.P.R.: -There has been some excitement in Canada in consequence of a report that the ubiquitous Mr. Pierpont. Morgan and his associated brother Yankee capitalists were securing controlling interest in the Canadian Pacific Railway. To secure that supremacy the Morgan group of financiers must possess some 325,000 shares of Canadian Pacific Railway stock, and it is said that they have already' ac- cumulated 250,000, so that they are well on their way towards the realisation of their gigantic scheme. The project, if successful, can hardly fail to be seriously detrimental to Canadian interests.
BRITISH SLOOP FOR HONGKONG. COLLIDES WITH WARSHIP:-A collision occurred on 9th ult. between the Rinaldo and the battleship Sant Parell in Sheerness Harbour. Whilst the Riualdo was slowing to get her head in the direction of the mouth of the Medway to leave on her commissioned steam trial, she went broadside on to the San Pareil, coming into 'contact with the battleship's anchor bed, which made two rents in the sloop's port side. The Sans Pareil only had thret awning stanchions damaged. The Rinaide returned to her moorings, her commissioned steam trial being postponed until the execu tied ofherrepairs, which will delay her departure

WIRELESS TELEGRAPHY ON A DES. TROYER-Wireless telegraphy for experim- ental purposes has been installed on the destroyer Orwell, belonging to the Mediter- ranean Fleet. She is the first destroyer to receive this apparatus. If it proves a success in the Orwell, wireless telegraphy will be extended to other vessels of her type.

The testimony of the shop-keeper, however, tended to show that the occurrence was a little more than bad marksmanship, as the children were in the opposite direction from the lamp. 14 days rest for James was the verdict.

Chan Hong evidently believes in the quick road to fortune, as he had in his possession.yes- terday, a lottery ticket. This being" forbidden fruit in the Colony, he was given Sz5. or six weeks. As his lottery ticket bad not won any- thing yet, the fine was too much for his modest purse, and he begins his six weeks sojourn in gaol to-day.
CANTON NOTES.
(From Our Own Correspondent.) THE "NANNING" OUTRAGE.
CANTON, January 14th. The West River boar, Sat Nam, returned from Sam Shui this afternoon bringing the newa that the S.S. Nonning had been fired on by some Chinese soldiers and that Chaplain Cowan of H.M.S. Glory had been seriously wounded.
It appears that as the Nanning was rounding Bullet Point, near Kom Chuk, 'in the Shun Tak district, three Chinese guard boats were landing soldiers. The passengers on the Nanning were at tiffin and went to the door of the salgon to have a better view of the Chi- nese soldiers. The soldiers, seeing the fore igners on the Nanning, immediately raised their rifles and fired. Chaplain Cowan was shot through the knee and fell, Dr. Mac. Donald, of the Wesleyan Mission, was among the passengers and dressed the wound. The Nanning proceeded to Sam Shui, where the wounded Chaplain, was transferred to the Sandpiper and taken to Hongkong.
The Chinese soldiers seem to have had no reason for committing this cowardly act. Everything was quiet on board the Nanning. But whatever excuse may be given, the officer in charge of the soldiers should be made to suffer for the outrage committed by the mea under him. The case is now in the hands of the British Consul who will, we hope, push matters. The Chinese are already congratulat ing themselves that it was not a French boat..." that was fired on.
THE RETIRING VICEROY.

No official news regarding the retirement of the Viceroy has been received in Canton, or at least the news has not yet been made public. There is little doubt, however, that a change will soon be made. The Viceroy Chun is likely to be the next viceroy of the Two Kwongs. It is also mimoured that the Governor Tak goes to St Chin. Tak has held his own pretty well, but few will be sorry when he leaves. He cannot he counted among the progressives.
