LONDO November 29th., PARLIAMENT. Among politicians andournalists, there has, during the last few weeks;rown up a disposi- tion to prophesy an en dissolution. The word "early" is of coursfused only in a com- parative sense, for the cumurs do not suggest a nearer date than the Auinn of next year.
The retirement of Lof Salisbury after the Coronation will afford aonvenient occasion, if one is truly sought by 1 Majesty's Ministers, Or possibly, when the air is ended, it may be argued that the mandré given to the existing government will have expired, for the only subjects expressly metioned in the manifesto which Lord Salisbury adressed to the Electorate--"! twelve months ago, were the Transvaal Struggle, and the Chiri problem.

Front Bench occupants, who are confronted with the difficulty of selecting from
among themselves, a successor to Lord Salisbury, able at once to command the respect of the country; and the adhesion of both wings of the Unionist party, · Mr. Balfour has the requisite tact for the latter object, but it is impossible to conceal the fact that the average Englishant is weary of philosophic" ∙statesmanship, and of leaders who wait on events, rather than show the way to the people. Moreover, 'Mr. Balfour's health, never of the best, shows signs of breaking down, and a cast- iron constitution and unfailing energy appear to be the essentials of a Prime Minister of the present lime. For these reasons,,all rumours nothwithstanding, it seems unlikely that Lord Salisbury's retirement next year will provoke an immediate dissolution. Probably Mr. Bal-. four will be summoned by the King, and the Party will prefer to see his initial efforts, before the appeal to the, country-when a permament leader must be selected.
At the present time the Premier, the Colonial Secretary and the First Lord of the Treasury are all on the sick list.
All these things, and much elac unspoken, "but profoundly felt, make the speech of Lord Rosebery at Derby next month, a coming event, of the greatest importance. Sir Henry 'Camp- bell-Bannerman's campaign of oratory is stated. to have been undertaken with a view to dis counting any movement for a resumption of the leadership by Lord Rosebery, a result which gight follow his re-entry into the arena of poli tical strife.
