GERMAN ANGLOPHOBIA. Karely perhaps in the life of the present generation has the responsibility of the Press to the Public been brought bome to the minds of thoughtful men as during the past week. For two or three years past, Germän journalism lias lent itself to a campaign of malicious calumny against this country: manifest and SCANDALOUS LIES
have been disseminated broadcast through the land in the glory of leaded print and loading position, to be contradicted in- obscure paragraphs after the evil has been · worked-or perhaps never contradicted at all. The uninvestigated reports of individuals with no claim upon the confidence of a reputable management, have been published as positive fact, and without question to, a credulous and Ill-informed people till at the present time the bulk of the German nation believes that the British army in South Africa has systematically, outraged women, murdered children, and shot defenceless prisoners. It is accepted by the great middle-class which forms the backbone of every civilised race, that captured Boer

to regard these monstrous stories with contem- ptuous indifference on the ground that educated Germans could not passíbly be deceived by them, and that the gutter class would be unreached by any denials. Whether this policy has been wise or not is a matter about which some doubt exists, I find that those who are best acquain-. red with German character and sentiment agree with me, that no argument or proof we might *have advanced, would have convinced a
pre- judiced public; but that a semi-official state- ment of fact mi, ht possibly have moved the German authorities to put a stop to the dis semination of at least the vilest abuse on the Sec.ground of national policy; and would further have restrained the better class of paper from pandering to the demand for further gross fict fons by the publication without comment of such extracts from other journals as they would not blacker their own reputation by assuming responsibility for.

Of course in considering the action of the German Press, it must be remembered that an form of exhibition of Anglophobia is a

The gutter Press is admitedly bought, and its scurrility duly paid for by Leyds & Co. Over, and above these sections there remain the Editors deceived in part by the Daily News and English: Pro-Boers, who, they argue, being English, will only voice the atrocities estab- lished by evidence, whereas a great deal more may be true, since so much is admitted.
TO SUM UP
the campaign conducted by the German Fress against England, during the last two years, which has this week culminated in a dangerous outburst, is due to the deliberate, intentional, and systematic untruthfulness on the part of the papers.
(a.) Bought.
(b) Strongly opposed to the Kaiser's Gover- ment and willing to use any weapon to dis- comfort it.
(c.) Purely ignorant, and seeking to satisfy the demand of readers for tales of British brutalities.
2. Reputable journals which, having no indi. vidual responsibilities for the reports, publish the statements of the reptile press-as extracts, 3. Genuine conviction; caused by Anti-British lectures, etc. and the absence of official English reply to the reports of atrocities daily appear ing in the foreign papers.
4. The scandalous action of prominent · Pro- Boers in England, and the statements appear. ing in the Daily Newr which would, under like circumstances in Germany, have been long- ago suppressed.
5. Fear of Mr. Chamberlain-"England's strong man."
Germans in London, in discussing these points, substitute "hatred" for the word "fear", but the hatred is caused by fear, all the same.. The German Preas then, has achieved ite object, Great Britain is thoroughly disliked throughout the Fatherland. Whether that effect makes mest for English, or for German hurt," is another matter. The extraordinary outburst- of ill-temper, with its somewhat insolent ailusions to "teaching Mr. Chamberlais man. ners in the face of Europe," which this week has witnessed, and which, characteristically enough, is entirely due to a min-translation of
