THE LEADING SPIRIT IN THE COURT'S RETURN.

The K'aifeng correspondent of the Universal Gazette, writing on the 27th ultimo with refer- ence to the proposed return of the Court to Peking, states that the Grand Secretary Yung Lu had openly declared to all and sundry that he was detennined to use all his influence with the Empress Dowager to get her Majesty to decide in favour of an early return to the old, Capital; Li Lien-ying, the notorious favourite suanch of the Empress Dowager, however, while not actually opposing the return of the

Li Lien-ying's hesitancy arose from the fact that the Chibli authorities had not yet arranged with him as to the amount they were to give bim daily "for expenses of the Imperial house- hold." Once this eunuch's cupidity is satisfied, the Court will leave Kaifeng immediately for Peking. Apropos, it will be remembered. by readers of these columns that, there was scarcely any hitch at all. during the Court's journey from the Shensi borders, through Hona, to Kaifeng; whereas, during the few days' route from Isian to the Honan borders- (T'ungkuan) there were no less than three serious causes of complaint made by the cunuchs of the Empress Dowager's personal following about lack of arrangement for her comfort, "which showed contempt on the part of the Shensi officials," the result being that many of them were cashiered. The contrast between the two provinces was because the Governor and Treasurer of Honan filled Li Lien-ying's pockets first and then arranged about the Empress Dowager's "comfort whilst those of hensi haggled with Li Lien-ying and cut down his demands. It has since been stated that the Chihli provincial authorities have given the notorious ennuch all he has demanded, and something over "for luck" hence there will not, probably, be any complaints preferred by ike Empress Dowager's eunuchs during the Court's progress through Chibli province.

ARMS ON A JUNK.

With regard to the firing by secret society revolutionists of the temporary palace. at. Kaifeng, on the 19th ultimo, during the celebra- tion of the Empress Dowager's birthday there, mentioned in these columns the other day, in which it was also stated that the movement had been started from the secret society headquar ters in the Yangtze provinces, a Nanking' lispatch to hand states that Viceroy Liu K'un-- yi, having subsequently received information from Kaifeng though "confessions" obtained from the incendiaries captured by the Honan authorities, at once made the neccssery arrange- manis for the arrest of some of the secret society chiefs residing in Nanking, resulting in the capture of two men. A search made of the house where the two men were captured revealed a quantity of correspondence be tween members of the society, and also a number of detailed reports on the strength of the garrisons of almost every walled city in the Empire, their capability of resistance, the character of the men and their officers, etc. atc. The most important "find" of the occasion, in the eyes of the mandarins, was, however, forne dozen and a-half volumes containing the names of members of the two secret societies concerned in the projected tebellion against the Manchu dynasty, namely, the Kolao Hai and the Tatao Hui ("Brothers" and "Great Sword "societies), The Grand Secretary Yung Lu has, therefore, another strong argument to use in exhorting the Empress Dowager to hasten with all speed to Peking Unstead of constantly lingering en route, with regard to which there are reports current in local man- darin circles that her majesty will probably make a ten days' stay at Chénting, and another of a fortnight at Pasting, before finally landing at the Railway terminus at the Yungting-gate of Peking.
