A few months before the Ottoman Bank outrage, he chanced to renter Turkey from the Russian Frontier. As he proceeded South lecturing on religious subjects, he was surprised at the number of Armenians who came to him

One evening several then interviewed bim, and after asking of what he was afraid, produced permits signed by a Russian official authorising the bolders to receive arms and ammunition from all Russian agents. But expostulated the minister, "I am not an agent, I am a mis- sionary.". He then learned that nearly all the secret agents of Russia are of Armenian extrac- tion, and come in the guise of Christian teachers. Moreover they do evangelise as opportunity offers, because the Russians, though they do not want Roman Catholic or Protestant Churchmes among the Turks, hope to convert the whole country to the Orthodox faith before the Balkan peninsula is absorbed into the Russian Empire. The Greek Church, it must be remembered, is the upholder parexcellence of constituted authority, and.is the most valuable ally which the modarchy possesses in Russia. These missionaries incite their Armenian brethren to rebellion and outrage, promising >them the protection of Russia, whose game it is of course to keep Turkey in a state of unrest, which may someday justify external inter- ference. Rasian Armenians were concerned in the Ottoman Bank affair. When these mis- guided wreches applied for the promised help which was never extended, the Russian Agents made answer that the Czar desired to keep his word, but that the Powers,

The full depth of the Russing game lies, however in the fact that the men who stir up the Armenians to rebel, secretly warn the Sultan of the plots and make known to him the identity of the con- spirators In connection with this matter, and perhaps of greater inter st to China folk, is the explanation I received from an unimpeachable authority a few days ago, for the proposed migration to Manchuria in the near future of the successful Swedish mission of South China, The Russian authorities have made known their intention to allow no British, American, or German missionaries inland in Manchuria once that province is absorbed. Unless therefore, Scandinavian ministers establish themselves, all Protestant evangelization would come to a full stop in Manchuria. The ecclesiastical side of this movement will of course strike lay people differently, but the political aspect is tolerably clear.

difficulty to visiting stmagers or naval men. And it is obviously absurd to produce a ten dollar note to a rikisha coolie and expect him to produce Sp.55 as change after a five cent hire. There, is in the adoption of such a system not only the convenience of having an always accessible small paper currency at Clubs, Hotels, &c.; but there 19 always the certainty that the source of issue would make a profit owing to the fact that from loss or tear-and-wear a certain proportion of the checks would never be presented for redemption. From the result of the Hong kong experience what has hitherto been a Club experimen: has proved so convenient and so successful that the Commission advises its general adoption. The miracle is why, for the leading Club at least, the experiment of rikisha ickets (5 cents each) has not been tried here. But Singapore admittedly needs a lot of shoving. It stands, or rather snoozes, on its ancient way.

A COMPARISON.
We learn from a Hongkong Journal, states the Singapore Free Press, that the Commission appointed in that Colony to enquire into the difficulties of procuring and retaining reliable chair and jintikisha coolies for private service has submitted a long report, containing some sweeping recommendations for reform Chief among these is the proposal that the coolies should be registered and a draft bili is sub- mitted. Registration, it is suggested, should be by master and servant. It le also suggested. Thompson, Mr. Blaikie, Dr. McPhun, Mr. that there should be a rovision of the scale of fares in Victoria and Kowloon, the Commission advocating ricksha rates of 2, 3 and 5 cents for 5, 10, and 15 minutes respectively, and alse distance fares. To obviate the necessity of carrying coins to pay for those small fares, they suggest that checks should be sold at the Treasury and Police Stations, redeemable at the Treasury.
The registration of the coolie is not attempted in Singapore, but it is a matter of debatewbether there should not be something of the kind, in addition to the registration of rikisha qwners and their vehicles, The latter system has the great working advantage of making the owner liable for any mischief carried out by his servant, the coolie. Further, as we have quite Jately seen, any public, disorder caused by a -strike can be visited on the owners, gyen to the extent of deportation, where there is reason,
