A very curious placard, some 700 editions of which recently appeared along the Imperial road, excited considerable attention, and it had to be hastily removed by the provincial authorl. ties, The gist of the mysterious notification was as follows "Our whole hearts were bent on driving fout the foreigners, and for this ob Ject we studied the art of Boxerism. But wo failed to drive away the foreigners and only fort numbörs of men.'; It is now one year since the Empress' Dowager went west, and now the peace. negotiations are signed. Wherever, the foreign soldiers have coma, the propany bas been destroyed, and a very large indemnity faces the people. So serious is it that the rich must yield up their ail, and those who have. nothing have to give their labour, The father cries to his son ip deep affection, and the son is crying to the father. It is pitiful to bear them. The officials in charge of the Imperial road are engaged in squeezing and oppressing the people, and all who dare approach the royal road have to pay Tls 3,000 for the privilege. The villages along the imperial route have been impoverished and destroyed. Alas 1 for what reason baye we people of China suffered thus i The people dread the officials like fierce tigers, and regard themselves as base vermim. I am grieved and concerned for the Empress Dowager and cannot feel peace until she is returned. It is presumed that some fairly well informed person compiled the placard, and it, was probably the work of some young reformer. But for what object it was displayed along the road being followed by the freturning Court is not clear.

The Imperial chairs and other paraphernalia necessary for the Imperial procession have left. Peking for the railway terminus, which is regarded as another hopeful sign of the times. The majority of Chinese seem to think now that the Emperor at last will come back, but the Dowager may remain in Kaifengfu. If this is so, we may see the Emperor con- stituting a nominal Government while the real control of affairs pertians to Kaifeng. Such a condition of affairs would assuredly produce interesting complications..

In the days of the Ming Dynasty the Court had ten treasure or store vaults in the capital'. in which were kept reserves of ballion, silk, furs, embroideries, porcelain, piece goods, paint and anything else not easily obtainable, which might be required by the court at any time. During the present dynasty, because, presumably it has been easier to get require- ments at short notice, the number of vaults was 10 reduced to six ; but now there are only four, as two have been incorporated within the
