Discussing the developments in the event of war between France and England, he admits that the contest would take place at once on sea He acknowledges our superiority in number of ships, but finds some consolation in the fact that numbers are not everything in naval war. He is patriotic enough also to rely upon the good quality of French officers and crews as well as the strength of French armour-plates and the excellence of French naval guns, which he describes as immensely súperior to ours. In these circumstances he observes: "I cannot help feeling the greatest hope for the day when our Navy might have to measure its strength against that of Great Britain."

He brings to his support in this sanguine view the testimony of Vice-Admiral Gervais, who, in complimenting the crews after the last French naval manœuvres in the Mediterranean, concluded with the words: "All hopes aro permissible: To, those of us who are not lar mists these hopes but indicate the wish that is father to the thought. We can admit to a degree the Colonel's hypothetical case that if France conquered and if, in consequence, she became mistress of the seas, England would be at her mercy. She could then probably land as many troops on British soil as she wished; but the assumption which leads up to that conclusion is almost too daring in its audacity. The ultimate result, however, he holds would be the same if the naval contest were undecid- ed. This presupposes the disablement of all the ships on each alde, a situation which would leave the Channel free for the passage of a French Army. In these circumstances the invasion could be carried out, though with less security than in the first event. But it is held that in the worst event of all, with the French Navy absolutely beaten, there is every chance of the French making a successful' landing on British soil. The only conditions apparently deemed necessary for this feat are a dark night and rapid transport. Preposterous as the idea may appear, it has just that element of enterprise which is likely to result in suc cess. There are critics who have been rightly protesting for years against the weakness and unreadiness of the Home defences; but will the prospect of a sudden nocturnal invasion rouse the authorities to any action? We doubt it.
