EMPIRE COMEDY 00.

It is well-known that no Scotsman finished St. Andrews Day, with the Ball, and it is equally certain there will be a crush at the City Hall this evening when the Empire Comedy Company have an entirely different pro- gramme to say nothing of the entric change of dress and artists. One of many features will be the one act farcical comedy "Mul- doon's Picnic" performed in its original form which had a run some years ago quite as long as the famous "Fun on the Bristol. Miss Smith will again sing "Lily of Lagunas," and Steve Adson will be greeted with a deafening shout when he gives one of his selections introducing many local items. It will be the night of the week, and of course all are going.

PRIVATE SCHOOLS OF ENGLISH IN KIANOSL

It is also reported from Nanch'ang that much dissztisfaction is being felt in that city owing to the high charges demanded at the semi- officially established schools of Western Learn. ing, ie, schools established partly by subs scriptions from local officials and panly by wealthy members of the gentry of Newch'ang. The consequence, has been that only youths belonging to the gentry and wealthy mer chants can afford to avail themselves of the educational-mainly in the English language-facilities offered by these schools, while the children of families of slender purse are debarred from entering them. To meet this want certain of the Nanchang, iterati, have decided to invite foreign educated young men to come to Nanch'ang to open private schools, where the common elementary branches of Western Learning in the English language will be taught at the rate of three dollars per mensem for each scholar. A pioneer school has already been begun by a young foreign- educated gentleman at Nanchang " on his new book," the success of which has led the literati to start the above scheme.

COPPER CENT-PIECES TO DE INTRODUCED, . A proclamation of the local mandarins has been issued informing the public that orders have been received from Governor Nieh, of Soochon, to introduce into Shanghai, in the near future, copper ten-cash pieces ("Tang- shih-tsien", now being coined in the cash mint at Sacchow. These ten-cash, or -cent pieces have already, been introduced into circulation at Cantonand. Wuchang, with varying sucess, and the people here have also been informed that they are to be allowed to use these ten-cash pieces, in the proportion of one-half ordinary cash and one-half ten cash pieces, in paying land taxes, and likin duties.

THE NEW TARIFF.

The proposed tariff for textile goode, which amounts to about sixty per cent of the import trade of China with foreign countries, has been accepted by the principal importing nations, and by Sir Robert Hart on behalf of the Chinese Government. This monument to the industry and ability ofthe merchants whose enterprise and resourcefulness are sometimes as ignorantly as they are superelliously decried, has been drawn up by a Committee of the China Assoc ation in conjunction with the American, Ger- man, and Japanesa importing merchants gen erally and it is unnecessary to point out how much its adoption must lessen the labours of the Tariff Commissioner appointed by the principal importing nations. After the import tariff as a whole in settled, what is wanted is to persuade the Chinese Government of the desir ability of abolishing altogether export duties and likin. A constant expansion of imports is the end at which Chinese statesmen should be encouraged to aim. The increase of exports which would follow the abolition of export duties, and the removal altogether of the burden of likin, would pecessarily load to a large and continuing increase in impons, which would rapidly compensate for the loss of revenue from export duties, NC, D. THE MANCHURIAN CONVENTION, A Peking correspondent writes that it seems certain that, when Prince Ching returns to the Capital from Kaifeng, one of the rat things be is to do will be to come to a definite set- tlement with the Russian Minister with regard to the Manchurian Convention; begun by the ate Li Hung-chang. There are, however, certain clauses and stipulations demanded by Russia which, to any sane person, should make it impossible for the Empress Dowager to consent to ratify; but no one can foresee what the maddess of the Russophiles and reactionaries may drive the Manchus to do this year.

A GOOD IDEA.

It is reported in local mandarin circles that the Board of Government Affairs (Cheng, Wu- ch'a) intends to engage qualified Advisors from Japan, with reference to the various reform measures to be introduced in the near future: In other words, it is intended to engage a high Japanese Military officer and several of sub- ordinate rank to advise the Goverment on Army Reform, a gentleman from the Ministry of Finance as adviser to the Board of Revenue, and officers from the Japanese Gendarmerie, ta advise ca the new military policy to be organis ed in Peking and throughout the country.

THE RETURN OF THE COURT.

A Kaifeng dispatch reports that, owing to the knowledge that there has been a revulsion of hostile feeling against him on the part of most of the Foreign Ministers at Peking, Yung Lu has, of late, intrigued hard to influence the Empress Dowager to delay her departure for the capital sine die. It now transpires that the Empress Dowager bus contested to wait for the development [of the negotiations, with Russia concerning Manchuria before she derides as to the Court's future movements, whether to make Kaifeng the capital of the Empire or to rejura deßnitely to Faking, The regaining by Prince Ching of his pres vious influence with the Emprors: Dowager during his recent interviews with the latter and the fear, that, by the 'retum, of the Court to Peking, the influence of Prince Ching would be greatly augmented to the detriment of his rivals, were the additional reasons which according to an official telegram on Sunday, prompted Yung Lu and bis clique to throw all arrived at Chenting, the railroad terminus, their infuence with the Empress Dowager. from Tx'chou on Saturday, the agm inst, ex against the Prince.
