BY RAIL FROM CHINA TO GERMANY.
German commercial circles regard the Siberina Railway as destined to play an im- portant part in Germany's expansion in the Far East. A Gentian Government architect, Herr Weiler, has just returned from Vladi- vostock to Moscow in 331 days, and he foresees the time when the journey by rail from Berlin to Tsingtau will be sende in 12 days. Herr Weiler's journey cost 148.50 roubles, including, supple- ment for luggage, about 10 per cent, The cost of a second-class railway ticket, inclusive of the supplement for express trains and sleeping. cars, comes out on the average at one-third of - a penny the kilomètre. For the sake of com. parison it may be stated that the cost of travell. ing in Germany is four pfennige, or nearly id, per kilomètre. On the railway cars and in the Siberian towns the cost of food, at a moderate rate of living, is about tos, a day, and the lowast charge for a room in an hotel is 6s, 6d. Between Vladivostock and Moscow Herr Weller spent 496 roubles, or rather more than £50; but he says that the outlay need not exceed £40.
From Irkutsk to Moscow, an express train journeys twice a week; it is made up of one first-class and two second-class cars, a restaur antar and a luggage waggon. The trip re- sembles very much those made by the German long-distance "I"trains, save that the Siberian distances are longer, and that the cars are rather more comfortable. Next to the dining- ear there is a smoking-room, and in these two compartments the passengers generally pass the daylight hours. The attendance is well danged, and the passengers' boots are duly cleaped. Every car contains two lavatories, and in the luggage-van there is a roomy bath. room. The joumey lasts seven and a-half days, but Herr Weiler thinks that it would be no hardship to pass two or three weeks under such conditions. He says that the journey between New York and San Francisco is not so agree
able.

FAMINE IN RUSSIA.
According to a supplementary Ministerial re- port on the condition of those provinces in which, this year's harvest was a partial or total failure, it appears that the sum necessary to provide succour for the eleven farine-stricken Governments is forty millions of roubles. The whole of this amount is to be provided by the Russian Imperial Exchequer, but it is to be turned, as far as possible, to practical account by the employment of the assisted
peasants in the construction of various public works, chief in road building. It seems almost incredible that whilst there are now some forty thousand versts of railway in European Rússia, they are only twelve thousand versts of pro- perly built highways. It is this grievous want of roads passable in all weathers which so severely handicaps the peasants in getting their grain produce to the railway depots.
SUBMARINE WARFARE.

Mr. Tesla suggested recently that it would be possible to build an automatic torpedo, which should be entirely under the control of an electrician on shorn or in the conning-tower of a battleship. The Servian savant had been anticipated by Mr. Azel Orling, a young Swede, who at least five years ago was busy on the invention of such a torpedo. No more terrible or demoralising weapon of war than the torpedo exists, and if this swift, silent, dread engine can be guided by unseen electric radiations direct to its ojbect, it will revolutionise naval warfare. These qualities are claimed for the Orling-Armstrong Submarine'; and what was intended as a demonstration of them was given yesterday on Mr. Armstrong's grounds, "Desburga," Hughenden. A model torpedo was floated in a ditch, and from a distance, of some 500 yards her rudder was moved to port, amidships, and starboard. by the impulse of electric vibrations. Unlike Mr. Marconi's ethereal waves, these vibra- tions were passed not through the air, but the ground; and the inventors claim that they can transmit them for miles through earth or sea. No doubt need be felt on that sub- ject; but yesterday's exhibition was n“ stifficient test. The trial should not be on a hill top in Bucks, but on the coast, at Dover, or Southend or Spithead. The object aimed at should be in motion. nr the tropedo should he called upon 10 pursue a tortuous course, rounding a buoy, for

The motive force of this invisible radiation must be of the 'smallest, but silken thread may be strong enough to start an engine of a thou- sand horse-power. Thus the possibility of travelling in twelve days from Berlin to Tsingtau proves the importance of bringing about communication by rail be. tween Irkutsk and Peking, and then between Tientsin and Tsinan-fu. The Far Eastern ... terminus of the Siberian Railway has had so far no abiding place; true to what Russians are pleased to call their "historical tasks" it has forced its way gradually towards the south and the open sea. That Russia will reach Peking by rail in the fulness of time is almost beyond doubt. Then, if Russian aggression prolongs its railway system across the German Hinterland of Kizochow a severe and lasting blow cannot fail to be struck at German enter prise in the Chinese Empire. At any rate, Herr Wailer's suggestion is a clear case of playing into Russia's hands-Globe.
