MR. CHANDERLAIN'S SPEECH

TOBACCO TRUST.
The British Combination formed to meet the great American trust which has invaded our Tobacco market has closed its ranks. Firms who have not yet come in, will now only be able to do so under less advantageous terms.

ARMY MATTERS.
Ogdens", states "we have taken over the business of the American Tobacco Co." In furtherance of this plan, the Yankee manager has been replaced by Mr. Charles Ogden of the English firm.
"All fair in war" is presumably the basis of these sinart tactics,
LORD JUSTICE RIGBY RETIRES. Yet another familiar figure retires from the Bench. Last week it was the Master of the Rolls and Mr. Justice Day, now it is Lord Justice Rigby, and health is again the cause. Mr. Justice Kekewich, Senior Chancery Judge, will, it is understood, be promoted to the Appeal tour, and the vacancy thus created filled by Mr. J. Butch, K. C., M. P.
It has been suggested that the -ANNIVERSARY OF THE QUEEN'S DEATH shall always be commemorated by the wearing of violets, after the manner of Primrose Days but with the difference that one would be a national tribute, where the, other is a party badge. The King has been approached on the subject, and is understood to have expressed approval of the idea, which was originally mooted months ago!
Mr. Chamberlain avoided all reference direct or indirect to the Buller incident, about which however, Mr. Long, speaking for the Cabinet at Liverpool, had something to say. After passing a culogy on, Sir Redvers Buller both as
man and a patriotic soldier, .he stated that the Government was actu ated solely by solicitude for the mainten ance of discipline, in the course they had regretfully taken with regard to the Aldershot command. General Heller had been removed on one ground-alone-his improper speech-bacteriological department. CANCER MICROBE DISCOVERED. From Bombay, there came this week the joyful news that the cancer microbe has been discovered, and isolated, by a member of the

Chinese. She was accorded a sympathetic hearing on both occasions. It is possible that while staying in town with Dr. Little, late of Shanghai, she may speak at a drawing-room meeting in Kensington on the same subject.

Since his assumption of office, while accepting the full responsibi lities of all action in his departinent, it is stated on good authority, that he has in every case, submitted to the guidance of Lord Roberts in purely professional inniters,, of which the latter must in the nature of things have a riper knowledge. it is unreasonable to find fault with the civilian minister at one moment for not listening to the Commander-in-Chief, and the next for doing so the weakness arising out of one system or the other must be put up with or the dual control'abandoned, altogether -possibly the best solution of all.

KOWE, 22nd November. The German ship Nymphe, of 2,049 tons, which left New York on the 29th of June last for Yokohams with a cargo of kerosene oil for the Standard Oil Co., was totally wrecked at three this (Friday) morning at Tsumigisaki, near Shimoda, in the Bay of Yeddo. The crew, twenty-seven all told, were rescued by the N. Y K. S. Saikio Marti--N. C. D. News Correspondent.
