THE EMPIRE COMEDY CO.

As announced.clsewhere, the above company opens its season at the City Hall on the 22nd instant. The company - comes here from. Manila, where a successful run has been made, and the Manila papers seem sorry to part with the various members. As it is some time since we have had a dramatic company of any sort in Hongkong, the opening night will doubtless be looked forward to with interest, and a good house should result. At all events, a variety show is a class of entertainment, which we do not often meet with in Hongkong, and for this reason alone it should prove attractive.

Even if a Democrat of great distinction received an appoint- men here and there the Senators and members of the House of Representatives thought they would still have useful work to do in keeping the President informed on the quali. fications of candidates. They have crowded to the White House, not in the best of tempers, perhaps, yet more eager than ever to assert their influence on official nominations. The new Steam Water Boat built by Messrs. Bailey & Murphy for the Company, was delivered in the month of August and is giving every satisfaction.

In view of the low value at which the Boats, taken over from Mr. J. W, Kew, stand in the Company's books, the Consulting Committee has not considered it necessary to write off anything this year.

AN EXPERT OPINION.

The ornate and comprehensive report of the Committee has now been published, and it affords evidence of a sincere desire on the part of those who were entrusted with the task to obviate the shortcomings which have virtually brought this branch of the Service into a state of bankruptcy and to reorganise the Service on a footing which, it may be hoped, will prove acceptable to medical men of a stamp likely to do honour to the army of which they form so essential a part. In discussing the scheme, for it must be borne in mind that it is only a scheme-that is to say, a series of mere recommendations--we are confronted with, the drawback that we have no guar antee that it represents even approximately the schedule of conditions to be ultimately offered.

The lay press has welcomed, the report with a chorus of praise, and affects to believe that the "concessions" are as hand- some as could possibly be wished. So they may be, but a lay opinion is here without much weight. The introduction of the civil element into the pro posed Advisory Board should go far to infuso a modern scientific spirit into the adminis tration and to scure reasonable scope for energy and individuality. However admimble this part of the scheme looks on paper, its success in practice must necessarily, dopend upon the aptitude of the man who are ap- pointed and upon their ability to enforce their recommendations The weak point, indeed, seems to be that the Board has only "advisory" functions, and with a bead-strong Secretary of State for War its well-intentioned suggestions. $ 8,993.56 may prove as starile as others have done in the past, even when endorsed by Royal Commía- 8,864.58
