RUSSIAN PRESTIGE.

To those who have been long in this country

and have obtained an insight into things Chinese it is easy to find out what nationality has the most prestige in the country at the moment by watching to see which Power has the most representatives employed in the Chinese mili- try and naval services. At one time Britishers predominated; then after the Franco-German

war the latter had the almost exclusive care of the Chinese foreign drilled armies. We now know that Russia's influence predominates over the Imperial Councils and therefore it is

oral that steps are being taken to ask Russian Naval officers to take charge of the Chinese Navy, while military officers are to be engaged to do the same with the army.

RAISING THE. WHEREWITHAL.

The Sinwinpan learns that it is being now seriously discussed in the Grand-Council as to the feasibility of printing National Government Bonds (?) to take the place of silver currency throughout the Empire. The total value of these Government Bonds will amount to one thousand millions and the proceeds are to go towards paying the War Indemnity to the Foreign Powers. Another 450 million tacls. are to be used to forward Reforms throughout the country and the remaining 100 millions for expenses incurred in manufacturing said Bonds.

LI AND TIENTSIN AFFAIRS.. Before Li Hung-chang fell ill, says a Tien Isin despatch, he represented to the Foreign Ministers that as peace had been already as- sured and the return of the Court to the old Cupital was near at hand, it was time that the Tientsin Provisional Government should be abolished and Tienisin city restored to the Jurisdiction of the Chinese Government. In their reply to this representation, the Ministers told Li, in a very mild manner, that arrange ments to that effect would be made immediately after the Court's return to Peking.

SIR CHICHEN LO FENG-LU, K.V.O, according to a private dispatch from London, has been protected by special decree a-Metro-

bis services as Chinese Minister to Great Britain for the past three years. Soon after writing out his memorial to thank the Emperor for the distifiction conferred on him, Sir Chi-chen was suddenly attacked with paralysis rendering his usual features almost indistinguishable, and grave fears are entertained for H.E.'s health.

THE NATIVE CHINESE CUSTOMS. The Chinese Government thinks that the sudden transfer of all the native Customs to the control of the Imperial Maritime Customs may have a disastrous effect on the people who have hitherto derived their livelihood from thess native Customs, as such a change will inevitably throw them all out of employment. The Board of Revenue has, therefore, been ordered to make further arrangements with Sir Robert Hart regarding the transfer of these native Customs, so as to protect the interests of the native staff. As a result, it is now decided that only those native Customs which are within a radius of 50 li from the Treatying for the cession of the district of Heiangshan, Ports are to undergo the transfer, all those situated beyond that distance being still under purely Chinese control as before.

VEHICLES IN PEKING TO BE LICENSED." Following the advice of his Financial Secretary, Prince Ching has decided to submit to the 'Chinese Government a proposal that hereafter, all vehicles in Peking, either private or public, should be licensed. A public ricksha should pay 50 cash per day, and a public cart roo cash. The license-fees for private carts, used by officials, sh uld range from Tis. z to Tls. 6 per month, to be fixed according to the paying capability of the owner, The money, thereby derived, is to be used in keeping the roads of Peking in good condition.

LI RUNG-CHANG'S ILLNESS AND DEATH. The illness, which has brought Li Hung- chang's life to an end, was hearalded only by a alight attack of dysentry, which did not seem to affect his health very much until Thursday the 31st ult. On that morning be received the sad news of the death of his right-hand man, Hsu Shou-peng, the late Minister to Korea | Immediately after that he apat about a basinful of blood and perspized all over bis body. The vomiting lasted only a short time. But the perspiration continued without intermission.

PORTUGAL AND CHINA.

A Peking dispatch states that the Foreign Ministry recently received a dispatch from the Portuguese Governor of Macao tentatively ask-

bordering Macao, in order to round up a "scientific" frontler for the Portuguese Conces sion. The excuse for the above demand of the Portuguese Government is the cession of Kow. loon and immediate vicinity by the Chinese Government to Great Britain.

THE CHEKIANG MILITARY FORCES, according to a Hangchow dispatch, by an order of Governor Jen, are to be immediataly reorganised. There will be a considerable cutting-down of the army roll, and from those remaining will be formed three printpal bodies of men, namely, the provincial Standing Army, the Reserve, and the Military Police. The basis of organisation will be after Japanese methods.

STRIKE AT KASHING,

A Kashing dispatch reports that when it be came known in that city the other day that the high authorities at Hangchow had consented to the levying of an additional tax of twenty cash to the tael weight of prepared oplum in Kashing, dealers, mostly Swatow men, in the prepared drug in that city at once went on strike and closed their shops as a protest against the now tax. The district magistrate, Fang however, was equal to the occasion, and at once had the premises of the strikingshops seated up, pend- ing further instructions from Hangchow. The situation is strained, and people are anxious as to the result of the contretemps.
