LEVED AT GOVERNMENT HOUSE. The loves at Government House on Baturday afternoon in honour of the King's-birthday was a brilliant and most successful function, His Excellency the Governor. Sir Henry Artbur Blake, G.C.M.G." received the guests in the Ball Room which had been tastefully decorated with flowers and foliage. After their cards had been handed to the aides de camp in waiting-Captain Warren, RA, and Captain Sanders, H.K.V.C. and they had been duly | announced the guesis shook hands with this
-Excellency and passed out. A quarter of an hour before the function comienced there was 4 privato entrée for members of the Executive and Legislative Councils, Bishops, Judges, heads of Government Departments, Consuls General and Consuls of Foreign Powers, and naval ́and military officers of field or corres- peading rapk. THE INSTITUTE.
Mr. W. B. 'Dixon then proposed the "Institute of Engineers and Shipbuilders." He said that. since coming to Hongkong he had met with many surprises, and not the least of them had been afforded in the discovery of the existence of the Institute of Engineers and Shipbuilders
such an institute as he did not think Hong- kong could support. He was not yet a member of it, but he hoped to become one very soon. (Hear, hear.) Mr. Dixen expressed his thanks for the invitation extended to him to attend the dinner, and concluded by wishing the Institute all success-success he would be happy to foster by every means in his power. (Applause.)

That the Institute of Engineers and Ship- builders of Hongkong is in a most flourishing condition and thoroughly representative of the crafts was fully exemplified on Saturday even- ing when a gathering of between eighty and a hundred gentlemen sat down to dinner in the Institute Rooms, No 3, Des Voeux Road. Mr. W. Ramsay, Vice-chairman of the Institute,. was to have presided; and indeed about to take his seat at the head of the table when he was suddenly indisposed. and Mr. J. W. Kinghorn was called upon
but the moans of purveying to the wants of engineers and shipbulders Hongkong could not exist. He urged the great necessity of combination, and remarked that it was not a question of rent, nor a question of support between man and man; it was a question of
an Institution as theirs to keep themselves together, and trusted though they had not many inquisitive members amongst them that at least there were a few who were anxious to gain information (applause), Those would encourage them to increase their library and would contribute towards the general prosperity of the Institution,. He was sure they trusted that Mr. Dixon would become one of the their number because the services he was in a.
