The death of LI HUNG-CHANG, the Grand Old Man of China; will certainly come as a shock to the Powers at the present moment, for it was mainly to him they looked to con- duct all negotiations on behalf of China, he being the only statesman she possessed capable of understanding and dealing with foreign affairs. Manchuria, the two Viceroys opposed it so strongly that the Empress Dowager decided to denounce the convention, advising H.E. Li Hung-chang accordingly. The receipt of this news struck H.E. with despair, and he was taken seriously ill.

Peace with Japan, while in August of the same year he was transferred to Peking so as to be at, hand to advise the Court. In 1856 Li headed the Mission which attended the coronation of the TSAR NICHOLAS II and on, his return, after travelling extensively in Europe, he was appointed to the Tsungli Yamen, or Foreign Office. In 1898 he was

relieved of his duties and sent on a tour of inspection of the Yellow River, and in January of 1900 he arrived in Canton to take up the appointment of Viceroy of the Two Kwangs, which post he held until called north to assist in and take charge of the peace nego- tiations.

During the troubled times in the North La ruled Canton with an iton hand and it was directly due to this that the Provinces under his command remained fairly quiet. He earned there, the respect alike of the Chinese and foreigners, both of whom re cognised that he was the right man for the post. But though the Southern Chinese respected him as Viceroy they do not appear
