From all the evidence that has come before us, we most emphatically endorse Mr. Chirol's statements. Indeed, it was the behaviour of some. European troops that, as Mr. Michie points our, led to the remar by the Indian that there must be a " Sweeper Caste" amongst the foreign Sahibs. Perhaps the Daily News writer belongs to it.-L. & C. THE ROYAL TOUR,
AN EXCITING KPISODE.
The Ottawa Correspondent of the New York World states that the Duke and Duchess of Cornwall naniwly escaped with their lives while proceeding down the Ouwa River in Indian canoes to Rock-cliffe. At times the Royal cance, which was carried rapidly forward- in the swift current of the river, was almost surrounded by the excursion steamers, the skippers of which had explicit instructions to keep in the wake of the Royal craft. When about half a mile from Rockcliffe the Russell was seen to be bearing down at full speed! directly upon the canoe conveying the Duke and Duchess. Soon the sharp prow of the steamer was less than six feet away from the frail boat, and to add to the danger 4 tug approached o.. the other side. The three leading canoes, in which were several mem. bers of the Royal suite, were caught in the swells and backwash from both steamers, and immediately the Royal cano- was also rock ing dangerously. The light craft at times heeled over alarmingly, while the spray com pletely dashed over the occupanis. Thanks to the skilful manipulation of the canoe all danger was speedily averted, although con siderable, anxiety was occasioned to those in charge of the craft as to the safety of of their distinguished passengers. Steersman, Paulson, who was afterwards interviewed, said "Im. mediately I saw the danger I threw my whole weight on the side of the boat. I turned white. The waves dashed into the buat, and we were All ready to jump as soon as she sank. The Duke and Duchess kept quiet, which was a good thing for them, although undoubte.lly we would have saved them had the canoe gone under. The Duchessppeared to be con- siderably frightened, but the Duke was not put out in the least."

The League has protested against any con- cessions being made to the Chinese Government without securing countervailing-advantages.for British traders. From the League's point of view the claim of China to her treaty right of an effective 5 per cent. import tariff should only. have been conceded on, the condition that the British treaty right of an effective transit pass system was admitted.
The result of the negotiations so far appears. to the China League to be of bad omen for the future. Certain clauses of the Treaty of Tier tsien have been thrown into the melting pot and recast by a Council of Representatives of (mostly uncommercial) Powers at Peking, and it is needless to point out how fraught with danger to British interests is such a novel pro- ceeding as this.
The League suggests the following as vital points in any revision of the treaties
Abolition of Iektu.
Free navigation of inland waters. Internal residence for trading purposes. A common code for the arrar peinent of all
questions affecting property, and bich concerni
both foreigners and natives.
Afixed tribunals at the treaty ports to ad- aiinister the common code.
Liability natives in foreign companies. Registration of trade marks.

The China Leagee urges that an increase in the China tariff beyond the treaty rate of 5 per cent. must free foreign goods whether in Chinese or foreign bands throughout the length and breadth of the Empire from any toll, octroi, or tax of any description whatever, and asserts that to obtain this freedom from inland exac tions the abolition of lekin is necessary.
The League holds that revision, to be of any practical benefit to British trade, must take into consideration the consistent bad faith which has always characterised China in her foreign. relations, and she will be more than ever likely to do in future; and that suitable guarantees should be exacted for the due fulfilment of China's treaty obligations.
Mr. Hallett suggests that the special com- mission, should include at least one member capable of representing the views and interests of manufacturers.
A NEW GOLDFIELD.
RICHEST IN THE WORLD. According to news received at Amsterdam, a new goldfield has just been discovered in the neighbourhood of Cayenne, French Guiana, It promises to turn out one of the richest the world has yet known. The auriferous district appears to be located just about the frontier line between French and Dutch territory, along a creek called Inini, near the Maroni. Tha places Lawa and Carserenne are both centres of gold-bearing districts. The exteme richness of this new find may be gathered from the fact that one seeker collected as much as 140 lbs. avoirdupois weight of sold in a fortnight, while several others have found as much as from 30 lbs. to 80 lbs. of the yellow metal. Those who first discovered it naturally took cara to keep their find secret as long as possible. At last they were obliged to try and dispose of some of the ore at Albina, which led to the secret leaking out. The proposition of the Pacific Commercial Cable Company to secure Geveniment permis. slon to lay a cable from the United States to the Philippines is meeting with 'antagonism from Congressman Corliss, of Michigan, who 1s an active opponent of the granting of cons, cessions to private Individuals. He made a protest to the President against the giving of a landing privilege to any company, and urged that a Facific cable should be laid and operated by the Government as cheaper, better, and more to the advantage of public interests than if worked by a private corporation.
