is allowed to run to waste. For further proof of this fact take a glance at the water return for any month and it will be seen that the consumption in Hongkong is just about double the quantity per head of that in Kowloon. The reason for this is that in Hongkong the water is laid on to all Chinese houses and they can waste it to their hearts' content, they draw as much as they want or more and, as often as not, leave the tap running. In Kowloon matters are different. There the water is not laid on to Chinese houses at all, but the natives obtain their supply from street standpipes with self-clos ing taps. This means that if they want water they have to send out for it, and the trouble involved causes them to take more care to prevent waste than do the inhabitants. of Hongkong.
We would recommend this matter to the attention of His Excellency the Governoring A. S. WATSON & Co., and the Sanitary Board, for we certainly think that it would not cost so very much to fit standpipes in Hongkong, and the saving of fifty per cent in the daily consumption of water would mean that the reservoirs now-to be constructed would be adequate to supply the needs of our growing population for a much longer period than under the present wasteful methods prevailing. In other words, a further extension of our water storage tanks would be postponed to a far distant date.

CURTAILING THE WATER SUPPLY.
We have received from the Hon. the Colonial Secretary a copy of the following letter, which explains a notice by the Water Authority, appearing in our advertisement columns:-

Hongkong, 4th November, 1991.. Sir, I have the honour to address you with regard to the question at the water supply for the City and Hill District, which, in conse quence of the mengre rainfall during the past wet season, is far from adequate to enable the system of full supply to be maintained until. next year's ramos arrive, unless some very unusual fall of rain occurs during the present dry season. As this cannot be reckoned upon, I consider it necessary to take steps to curtail the supply at an early date.

The quantity of water in the reserviors an the 28th ultimo aggregated 288 million gallons and the quantity drawn from the reserviors during the preceding seven days amounts to. 187 million gallons.
At the same fate of draw-off, there was there. fore 15 weeks' full supply in the reser.oirs on the 28th ultimo, or sufficient to last until nearly the middle of February. From this it will be seen that the full supply cannot with safety, be continued,
•Allowing the full supply to be maintained until the rth instant, the storage will then have been reduced by two weeks, leaving 13 weeks' full supply or 6 weeks' hall supply. On the latter basis, there is sufficient water to last until about the middle of May next, by which time next year's rains may safely be relied upon.
It has been found that, by turning on the water in accordance with the notice which I enclose, the consumption is reduced by about half, and therefore submit that the notice be curtailed on and after the 11th instant. I have, etc.,

CANTON NOTES. CONFLAGRATION IN THE WESTERN SUBURBS. (From Our Own Correspondent.)
CANTON, November 4th. During the early hours of Sunday morning fire broke out in Cheung Lok Street, and though the native firemen promptly set to work. to save the shops in the immediate vicinity of the conflagration the attempt proved futile, so far as Cheung Lok Street was concerned, It was doomed from the first, for the shops dealt either in crackers or paper. Not only was this but adjacent streets partly destroyed making a total of over 100 shops. The spec. tacle seen from the roof of a neighbouring business house was the usual one of a smoking mass of ruins. The explosions of powder hat left but the solid wails standing. The loss is roughly estimated at $100,000, though that is probably below the actual figure.
The Hongkong Telegraph Everything promises favourably as far as the whole street completely gutted in a short time.

The letter from the Water Authority, which we publish in another column, shows very plainly indeed that our water supply is by no means adequate to the needs of the population, for failing further rainfall we shall have but thirteen weeks' full supply left on the rith instant, and the consumption will have to be cut down by one half in order to ward off a water famine before the return of the rains in the spring.
