HIS PREPARATION FOR RULE Habibullah Khan is described by Dr. Gray, who met him in 1889.at Kabul; as a broadly built, somewhat stout man, fair for an Oriental He was shaven, except for a slight moustache, and bore a strong remblance to the Amir: He stammers slightly in his speech, and the late Amir attributed this to an attempt which had been made to poison the Prince when quite child. In 1889 he was learning English.

Upon all matters connected with instructions to the Governors of Provinces to Generals und other military officers stationed at various points

my kingdom, my eldest son acts according to my instructions. These instructions are either in the form of a written code of law, in which case he is not obliged to ask me any question, or he receives them directly from me in paticular cases that arise during the course of the day and consults me personally. But every official is instructed to look to my son. as the person whose commands must be

obeyed. In addition to this since the year 1897, I have given my authority over the State treasury and exchequer, which until then had been entirely under my own control. All orders for treasury payments are issued by my son. He also has authority to appoint or dismiss Government officers whether-civil or military. He may increase ár- decrease their sal ries. This authority, be it understood, is not quite absolute; everything is subject to my approval, but he exercises his
