In addition to the news reported in these columns yesterday inoming about the holding of the M.. A. and Doctor-examinations at Nanking next year in lieu of at Poking, an official dispatch from the "old" capital yeter day states that it has been recommended and also approved by the Empress Dowager to hold the Hanlin Examinations at Poking as usual one month after the publication of the list of successful candidates at Nanking; "mid examinations to be held before the Emperor upon his return to Peking." Evidently the Foreign Ministers have made it "all right" with Viceroy Li Hung-chang;

As may have been seen from news previously published in these columns at various times. with regard to the vital question of selecting a place to hold the Biennial and Triennial exami. nations for the highest degrees, such as thosefor M.A., Doctor, Hanlin, etc., which, according to the Peace Protocol, were 'prohibited from being held in Peking for five years owing to the anti-foreign disturbances in the North last year it will be remembered that, at one time, it was proposed to hold the examinations next year at Kaifeng, the new Metropolis of the Empire; at another Cainan, the capital of Shantung, and yet another either at Manking or at Hangchow, the provincial capitals of Kiangsu and Cheklang, respectively. There was seemingly a certain degree of hesitancy at first amongst the Empress Dowager's rac tionary councillors at settling the question, due to the fact that, as the prohibition by the Foreign Powers of the higher examin ations at Peking for five years was meant as a punishment upon the country for its anti-foreign proclivities; and perhaps it was feared, at first, that the Pawers would Raturally start up and prohibit these examina- tiqns from being held elsewhere, as it only remained a question of travelling longer of shorter distances for the candidates who used to flock to Peking for these competitions every two and three years. THE CHINESE ARMY.. The number of drilled and well-armed troops. now at the disposal of the Government wag recently reported to be as follows-38,Boo Infantry and 1,000 Cavalry or Mounted Infan try, most of them armed with Mausers and Mannlichers; ninety Krupp and Armstrong field pieces. It has to be remembered how ever that the above forces are scattered through. out half a dozen provinces, and it would take them at least a month to mobilize in any given district, with the extreme probability that they would not be able to meet, or would be scattered before they could combine.
STARVING THE COURT,
Several officials on the line of journey from Hsian have been degraded because they had not supplied proper and suficient necessaries to the Count and its retinue. One man excused himself by saying that some people callingthem- selves princes ate all the food, and smashed the furniture. The Emperor, however, would not take that as an excuse, but degraded him, say ing that such people as feigned to be princes. should be arrested at once.
