Since my last letter, I have had a chat with a recently returned officer who held a high position on the Staff in

THE CONDITION OF JOHANNESBERĠ was described as "deplomble," and getting continually worse. The greatest discontent exists among the civil population all over the annexed Colonies at the selection of Boers and rebels for those subordinate posts which it was naturally supposed would go to loyalists, or at least men for whom respect was felt. The senior officials, nearly all thosen by Milner, were the very best available, and included many Boers of good character, who though they may have fought against us in the past,
