CAPTAIN LUIS YANCO'S new Hongkong purchase, says a Manila paper, recently caused considerable excitement. The Madali has just been placed in commission and was on her way up to the Whaley's landing to enter upon the Laguna de Baytraffic. The current in the river has been most terrific the past two days and the Madali found it difficult to stem the tide, especially when reaching the Bridge of Spain. A large and interesting throng stood on the bridge and watched the Mådali bump into one of the abutments and damage her smokestack and uppei gear. The Madali was taken down river again and will have repairs made before she makes another attempt to move ap stream.

LONDON, October 6th, 4.40 p.m. The Noves Vremy (a leading Russian paper published in St. Petersburg) denounces the annexation of Manchuria which it declares is prejudicial to Russia. The journal denies that, Russia intends (? or had intended) to annex Manchuria. The influx of Chinese into Siberia is deplored."

Afghanistan.

The question of Hongkong's water supply has long been one which has engaged the attention of the Government and the Press. Year after year as the dry season comes round the inhabitants of the city are put upon a.short' allowance of water, owing to our reservoirs being insufficiently large to store a supply to carry us on until the rains set in again. We have very frequently pointed out that matters might be much improved steps taken to prevent waste, but, of course our words have never been heeded by the Authorities. In another column will be found the water return for September, and this, we contend, serves to show that our argument 'agent waste is per- fectly reasonable. What we have always pointed out is the utter folly of laying on water to the Chinese tenement houses. As a general rule cheap taps are fitted and they quickly get out of order, while the average coolic mare often than not finds it easier to turn the tap on and leave it running for the next man than to turn it off when he has finished with it. Add to this the fact that no proper super- vision over the water taps is exercised and it

Now in Kowloon water has not been laid on to the Chinese tenement houses, but they are obliged to obtain a supply from standpipes in the streets. These standpipes are fitted with automatic self-closing taps and hence so soon as a coolie has filled his bucker the supply is shut off What we say is that these standpipes save nearly fifty per cent. in the consumption of water, and if our readers will glance at the Water Return they will sec this is the case. Hongkong, where the water is laid on to Chinese houses, uses nearly twenty gallons per head per day, while Kowloon; fitted with standpipes, is content with a little over ten and a half gallons. Of course the Authorities will tell [226cus, that we are all wrong and that it is simply that the Kowloonites don't drink and wash as much as the Hongkong folk, but we may as well tell them beforehand that that is all bosh. Let them cut off the water from Chinese houses and put standpipes in the streets and they will find that the Hong- kong water supply, will go nearly double as far as it does at present. At any rate, we base our argument upon the Water Authori ties own figures-if they are correct can be far wrong.
