SURROUNDING BOERS does got seem to have much effect. Botha and De Wet, seem to prefer to be hemmed-in now.and again, just to break the monotony of guerilla warfare. We wonder whether these reported surroundings are conducted" by one man, like that of the Irishman who himself surrounded and captured.. five of the enemy. GANG-ROBBERIES are still not infrequently reported in Perak. A gang of fifty armed' thieves recently carried off property valued at $600 from a mining kongsi near Ipoh: add another gang of sixtee Chinese broke into a the inmates and took away property to the konesi at Tronoh, scriously wounded three of

THE AMERICAN NAVY is suffering from lack of recruits, and that but for the fact of many warships being at present laid up for repairs the dearth of bluejackets would be very severely felt It is estimated that at the present moment there is a deficiency of 5,000 men upon the authorised establishment of 25,000

Under these circum- stances it is not quite clear whence the supply of 35,000 sailors, the number estimated for the year 1995, in order to keep pace with the in crease of floating strength, is to be obtained.
