York Correspondent points out, Monarchical institutions have hitherto been held respon sible in Ameriga for Anarchism, and this fact has probably been responsible for the tenderness shown to foreign revolutionaries in that country. They were regarded as the victims of an effete form of government. But now that it is seen that the Monarchies and the Republics are in the same boat and same bange, of feeling that is ensuing can do nothing but good. In the interests of stable govern ment all over the world concerted action is desirable, for the ramifications of Anarchism are everywhere. To-day it is a President, to-morrow it may be an Emperor or Prince."
The Daily Chronicle is of opinion that Anarchism is an international crime; and A. S. WATSON & CO., international police bureau as a means of the first necessity for dealing, with it is an direct and speedy communication between the police of all countries on this subject. Many people talk, and Governments sonic times act, as if the one thing needful, were that each country should expel, as many suspected anarchists as possible. But if one considers the matter, it is not easy to see the advantage of such a proceeding. In the absence of BISMARCK's penal island to serve as a dumping-ground, anarchists ex- pelled from one country go to another; and no country is much the better for the ex- change. What is really wanted is the most effective system of home control, on uniform | and pre-arranged principles, and with full and immediate communication between the police of all the countries."
