VEXATIOUS LITIGATION IN
JAPAN.
A Foreign Banker," writes the following letter to Mr. Masujima's journal, the Register: | I wish to call your attention and through you, the attention of the reading public, to the dis- . discredit attaching to the Japanese Courts front the amount of vexatious litigations arising out of the technicalities of Bills of Exchange, Pro- missory Notes, &c. &c. Every one acquainted with Japanese commercial affairs will know what I am referring to.
The trouble arises partly from a blind ad- option of the German systein of business methods,-a system full of unnecessary forma- lities and technicalities and partly from a“ lack of common sense in arriving at a judicial decision.'
The systems in vogue in England and America are far more free from these numerous technicalities and formalities, behind which dishonesty is often prone to skulk. If the Japanese were wise they would amend their laws so as to give inure real security and less red tape.

The Chairman said :-The report has been in your hands for nearly three weeks, and, with your permission, we will take it as read. The premium income for the year 1900 amounts to nearly three million dollars and exceeds the THE ATTEMPTED CESSION OF BRUNEI pemium income for the year 1899 by more

(From our own Correspondent.) are also sonic $300,000 more than they were in
LAIAN, September 29th. - 1899. The percentage of underwriting profit From further particulars which have now is, therefore, not so good as last year, and it is leaked out, it appears a certain l'angeran of satisfactory to note that, notwithstanding this, Dent Province, for some time past in the ser we are able to recommend an increased dividvice of B. N. B. Company--to old Borneans the end of $23 per share compared with $20 per celebrated Abbas of Menambok-has received share last year. This is mainly duc to the $2,500 for "brokerage” on the recent transac: increased interest account, which in its turn is tions and Pangeran Tengah of Mengalong an due partly to the growth of our various reserve immediate advance of $11,000 against his ces- fonds-and partly to the increase in premium sion money. This news is confirmed from receipts. We propose, to place $75,000 to native sources also, and with the payments of Reserve Fund, which will raise this fand to the $4,000 and 57,000 before referred to, to the round sum of on a million and a half of dollars, Brunei Royal family just accounts for the and to carry forward the balance, viz $292,cqu$25,000-brought down by the 5.5. Labuan from against outstanding losses and claims. This finishes with the year tooc. As regards the figures for the year 1901, they differ very little from the figures shown for the year 1900 in last year's report and are so far satisfactory. Į would like to point out to Shareholders that, as regards the first six months of 1901, there is no very large increase either in premium receipts or in interest as compared with "1900, and that, therefore, they must not expect another step upwards of three dollars in the dividend next year. Considering the state of trade all over the world and especially in the East, 1 think it is a matter for congratulation that the premium receipts show no diminution Turning now to the balance sheet, there is a reduction compared with last year of some $33,000 in the Exchange Fluctuation Account, and a feduction of some $30,000 in the Investment Fluctuation Account. On the 28th September the coal company's The former is due to the fact that our Sterling express launch Glen left Labuan at 6 a.m. for balances have been carried out at the exchange Mengalong, for the purpose of hoisting the of to the dollar, and is, therefore, a purely Company's flag on the new territory. GREAT UNREST IN COREA.
It is stated the Corean correspondent of the Nagasaki Preis says) that considerable unrest is begining to show itself among the people, As the time draws near when the Fall takes must be met and the people find themselves. without the means to meet the demands of the. Government, they are begining to ask them- selves. What are we to do?" All sorts of reports calculated to embitter the people against His Majesty's rule are being circulated among the people. For instance, it is reported that dancing girls are all the vogue with the Emperor and Court now, and recently an Imperial largess of locoo Yen a piece was bestowed on seven of them who won the Imperat fancy by their skill. The people contrast this with the terrible winter to which they look for ward and are beginning to grumble.
In the meantime the news from, Japan' is anything but quieting. It is a remarkable fact that the report circulated in the papers to the effect that Japan and Russia had reached an agreement by which in return for a free hand in Manchuria, Japan was to be permitted
fire all over the country and and has greatly stirred the people. It angered them, and they It will be interesting to read the official loudly resent the action of the two nations in censured version in the Herald on this subject, bartering Corea among themselves. Of course,
