It has transpired that the British North Boraco Chartered Company, keenly appreciat ing the present financial embarrassment of the Sultan of Brunei owing to deductions retained from the concession money to meet a claim from some Malacca Celestial, for which the services of a British gunboat were lately utilized, has-profited by the opportunity.to fascinate the old.ruler by dangling its shining dollars before him and has, thus acquired the sovereign rights over the districts of Mengalong, Marintanem, Lawas and Punong in Brunei Bay, forming the territory between their pre- scht boundary at Sipilong and the Sarawak frontier at Trusan.

Although the negotiations have been con- ducted with such secrecy that the Consul is reported not to have known of their existence, it has been well known for some time past int native circles in Labuan. However this may be, it appears rather strange that the Consul at such a critical moment should have found it 'necessary to absent himself for such a long

This curious coincidence is much commented upon, especially when it is remembered the Consul was formerly a servant of the Chartered Company and doubtless retains bonds of sympathy for his former Alma afater.

The Governor of B. N. Borneo went in the Company's flagship Petred to Brunei and Lawas on the 6th inst, and there arranged the affair with the Sultan, hut not with the chief of Lawas to declined to receive him. Such a proceed ding is strange, as Article 111 of the Agreement for Protectorate of 17th September, 1888, rends thus:

The relations between the State of Brunei and all Foreign States, including the Stater af Sarawak and North Borriso shall be conducted by Her Majesty's Government and all com munications shall be carried on exclusively through her Majesty's Government &c. &c. &c,"

Now the Consul is the only official repre- sentative of H.M. Government and according to this agreement such negotiations could only be carried on through him, the Gover- nor of B. N. Borneo having no official standing in Brunci, and his direct com- munication with the Sultan is a distinct vio. lation of Clause III. The B. N. B. Government give our that they have obtained the permis- sion of the British Government for their action

and this, if correct, might account for the Con sul's absence; still it is strange that the Govern ment on such an important matter should deliberately ignore their own official represent ative and violate their own treaty. It is to be. sincerely hoped for the welfare of both British North Borneo and Brunei that "this is not so and that the British Covernment will d-clare the action invalid.

The British North Bornen Government have enough, trouble with the natives all through their own territory: they are incapable of handling or governing them properly, and it is

morally certain the chief of Lawas, who declines to give his consent to any such arrangement, will resist any violation of his territory and territorial rights by force. Lawas is the richest
