Although the collapses of 215, 216, 21; and 213 Des Voeux Road, and 36 Ship Street, which accounted respectively for one and two lives, are attributed in the return to carelessness, it is worthy of note that we enquiry was held in either case. Either the attributed cause of the collapse is wrongly stated in the return, or there has been gross negligence by somebody in not instituting proceedings against the persons whose care lessness led to this loss of life.

As we showed that the Public Works Department had taken everything for granted and bad. not taken the trouble to look at the 'build- ings in question, either before or during the allerations. We trust that this, matter will not be lost sight of but that the Commis sion will be directed to go thoroughly into this question among others and show exactly where the blame for this disregard of duty lics. It is all very well for the Director of Public Works to report to the Governor w that his staff is insufficient for the proper carrying out of the duties imposed upon it, but the man in the street, who has studied the evidence adduced in the second collapse enquiry, wants to know why such representa tions were not made months, or even years ago? The state of affairs lately revealed makes one wonder as to how many more death-traps like those in Cochrane Street have been run up in the last year or so without any supervision whatever. Hobably the next typhoon or heavy rain will reveal a few, and add a number of victims to the long list of those who have lost their lives through carelessness and greed, c
