VICEROYS IN FAVOUR OF REFORM, We leam from a wall informed source that Viceroy To Mo, of the Two Kwangs and Viceroy Lia Kun-yu, of the Two Kiangs have forwarded protests to the Court at Heianfu against the conservative and anti-foreign party being allowed to surp all' power and stifle all attempts at reform. Both these Viceroys are in favour of reform and are convinced that nothing can be done for China so long as the old order of things remaius in force. In order to emphasise their protests they have both forwarded their resignations.

In the next place the Emperor of Germany naturally wished to treat this envoy differently from the ordinary Chinese envoy because it was not an ordinary audience but an apologetic mission, in order to warn the Chinese in future [Note:-This is exactly what the Kaiser has done.--Traps.] But now that the Treaty is made, it is different (?), and people could say that Germany was taking advantage of China's weakness. In the third place, the Kaiser wants profit and power in China, and wished to im press the Prince with his power, but Germany should use virtue to conquer men, not superior 'force. Prince Chun's rank was higher than that of an ordinary Ambassador and therefore he should be treated in a different style. If Prince Tuan went to Germany the Kaiser might justly make him kowtow, but Prince Chun is a man of understanding and the case is different.
In the fourth place the Kaiser feared that if he treated Prince Chun well, it would only in. the subject of the expiatory mission was men. crease China's pride. On the other hand, when tioned in Court, none dared to offer to go save Prince Chun, which shows his sense and courage. It wasnot found in the "Institutes of the Dynasty" that a Prince should go abroad. If the Prince had no remorse for China's conduct he would not have willingly gone to Germany. The visit of the Prince will have great in fluence upon China. The Conservatives are trembling for the safety of the Prince. If he is 'treated well, they will think better of foreign countries. If the Prince is ill treated; the Court will be more than ever, unwilling to return to Peking. If Germany illtreats the Prince the Conservatives will say: Is this your civilisation and enlightenment?
