AN ARISTOCRATIC VICE,
COCAINE VICTIMS."

ing authority on inebriety in this country was able to declare that only very few, cases were known here,
Now cocaine injection has firmly established itself in London, not among the common people, but among the cleverest men and women. It can be carried on so secretly that for a time even the nearest friends of the drunkard have no suspicion of it. It has none of the repulsive, ness of ordinary intoxication. Doctors are its chlef victims, writers and politicians come next, and the more artistic the temperament the greater the perit this new babit presents.
SUBTLE INEBRIETY,
Of morphia and chloral there is little need to speak. The list of morphia victims in this country, if it could be given, would be amazing Morphia, like cocaine, takes most hold of the eleverest people.
HIDDEN, DANCERS.
But so long as these drugs go under their own names their barm is to a certain extent limited. A greater danger is when they are disguised by greedy sellers as harmless pre- parations. Some delightful French tonics largely used by ladies who would scam whisky, and who look on brandy as an abomination are nothing but pure spirits of wine favoured, Many" bitters," soothing-syrups, and cough syrups, largely sold under fancy names, contain great proportions, of opium. Warst of all are many so called "cures for the drug babit." Some of these, it is true, are quite harmless and useless, powdered sugar being their most considerable ingredient. But others feed the habit they are supposed to cure, One largely advertised cure for the "whisky and opium habit" consisted of a mixture of whisky and opium. The State Health Hoard of Massachu- selts some time ago analysed twenty samples of these so-called "cures" In every case but one they contained morphia.
Cocaine injection is without question the most dangerous and subtle form of inebriety known. Compared with it, even morphing mania is comparatively larimless. It grows on one with amazing rapidity, and gives little or no warning of the harts it is doing until the evil is accomplished almost beyond recall. With most narcotics, you have quick presage of coming evil. I et the average man inject a dose of morphia and he will find the temporary ease followed by excruciating beadache, by raw nerves, and fearsome depression of spirits. Bir with the cocaine at first there is none of this. You feel young and vigorous again. Pain is deadened. The things that troubled you seem swép! out of your life. You have a sense of self-satisfaction, of buoyancy, of ease and pleasure. In the normal man or woman there
The cocaine habit inevitably means death if is often at first no great reaction, although in
persevered in. If the victim tries to conquer this, as in every nerve prision, the effects differit him or herself, failure is the most likely according to individual temperarent.
But the pleasure passes off very quickly, even more quickly than with opium, and the victim is almost inevitably driven to renew the injection. In many cases from twelve to twenty doses are before long taken in a single day. This costs money. Cocaine hydrochlorate, the form of the drug used for this purpose, is very expensive. Wholesale it costs twenty-five shill ings an ounce. and retail usually abut three times as such. In one known case a man spends as much as ten shillings a day on his
сосліпе.
The first harmful result seen is often enough not physical but moral. . Cocaine even more than morphia, destroys the moral sense. This is no figure of spasch, but a plain statement of an observed and undeniable fact. The cocaine fiend does not become violent or brutal. On the contrary, he seems more gentle and more refined than ever before. His artistic percep- tions are in every way quickened. But though he has hitherto been scrupleusly honest, he will now often steal without shame. He often' seems to forget the meaning of truth, - It is yet a moot point with pyschologists' how and why this destruction of the moral sense is accomplished. But that it is accom:lished. admits of no denial.
KLEPTOMANIACS.
Many of the cases of kleptomanin which excite so much surprise, and many of the unaccount- ́able crimes among well-to to people, are solely due to this. As one chemist put it somewhat bluntly to me: "When a person comes in here and asks for cocaine or morphia or chloral, I. of course, fill in the doctor's prescription. This is my business. But take care to keep a close eye on that customer's fingers all the time she is in the shop. The cocaine fiend will steal anything if she thinks she can do it unobserved. If you let her get into your debt she will never pay you. Among my regular customers, some come with a story that they have left their purves behind, or something like that, and wish me to trust them. I never do that with a cocaine or chloral taker now., I have been bitten too often. Every other chemist will tell you the same."

This London-journal degláras that, if Ger- many should propose to incoporate Holland into her empire, England would stand aside," and closes with the following bitter ding:
"Nor it there anything in the present charac». tár of the Hollanders to make this destiny of reincorporation into the German empire appear unsuitable. The Hollander of to-day is a de- generate who resembles his ancestors of the sixteenth and seventeenth centuries in little else than the ingrained passion for commercial gain. His national and personal outlook upon life is narrow and devoid of dignity; and on such a people political association with their German kinsmen, if it did not provide them with nobler ideals, could at least exercise no deteriorating influence,"
The Chronicle (London) also believes mit absorption will come. It says:
"Helland, within the German empire, would give the latter that outlet to the sea in a north westly direction which is particularly desirable to a country with a rapidly growing trade. A union, political or commercial, is at present a dream of the future, but it is a dream.which every far-sighted German statesman, must.ac- casionally allow himself to dwell upon as a possible solution of the internal difficulties which must sooner or later be grappled with."
The Temps (Paris) poohs pools the idea of Germany absorbing Holland, and declares such reports are merely evidences of English resent ment over Dutch sympathy with the Boers. At the same time, it remarks, the silence of the German papers on the subject--no depials or comments appearing in the journals of the Fatherland-is significant. result. But by placing himself under the ab- solute control if a stronger will, cure can be bad. There is one extraordinary fact for which I can give no explanation whatever. It is a commaplace. that while men drunkards arà very often reformed, the reclamation of a con. fried inebriate woman is very very rare. But in drug-taking this is completely reversed. It is very much easier to reclaim a woman nar- cotis: than a man, only once the habit is really established a cure comes seldom, The greatest

Undoubtedly one great cause of the growth of the drug habit has been the popularisation of "tabloid" and compressed pellet medicines. These have made swif drugging easy.

SIGNIFICANCE OF THE DUTCH ELECTIONS.
The resignation of the Dutch cabinet as. a. result of the Parliamentary elections, which show a loss of thirteen spats, to the Liberal Party, appears to the Independance Belge (Brussels) to indicate that Holland is now passing through a político-social crisis such as came so near disrupting Belgium in 1884. Says the Brussels Journal:
|
The document, which is too long to quote ia extenso, begins by reminding the captains of the corsairs that they equip their ships at beir own risk.
For remuneration the Government of the South African Republics will, if the Republics retain their independence, pay the captains. £80, per ton, displacement, of each English warship, and £40 per ton, gross tonnage, of each English merchant vessel sunk_or_cap» tured.
Neutrals must be carefully, warned before the corsair begins operations, and no English vessels out at sea at the date when this docu ment is signed must be touched.
Payment of the remuneration promised will be made out of the indemnity claimed from the British Government within 15 days of peace being signed.
:
If the warning of the danger run by English vessels, contained in this document, resulted in an. Immediate peace, preserving the inder. endence of the republica, the expenses of the equipment of the corsairs will be paid and a sum of £40,000 given as a reward for each corsair's intervention,"

"The moderate Liberals, in their fear of universal suffrage, which would give a pro- minent position to the socialists in the Dutch party régiine, have preferred to hand over victory to all the forces of reaction, Catholic and Protestant, and they have deliberately sacrificed all the great work of the Liberal cabinet. In place of eminently democratic governmental tendencies which have permitted the establishment of compulsory education, and reform in the army, we see strictly sectarian touched, the coriairs may employ what methods known make, in small and large tins, of ideas triumphant, ideas which would return the country to traditional wayslong since abolished, .. and create a chronic sore spot in this great little nation, one of the most energetic, intelligent, and progressive of Europe."
