In wet weather it becomes mud and in fine, if it were not for the quantity of clayey loam mixed with it to bind it; a ricksha would sink in over he rim from the friability of the stone. Why do not the Government pay a decent price for a good article? Surely it is to be got and would be much cheaper in use in the long run. Queen's Road laid down with a sound blue diorite would not require repairing for two years.

ILL-HEALTH OF THE CHIEF COMMISSIONER OF CUSTOMS,

SEOUL, August 27th. The French Minister to Seoul addressed`an official note to the Foreign Department regard- ing the despatch of a warship to the Taidoko from Chemuipo, to survey the route of the Seoul Wiju Tailway. Some parties advised the Corean officials that the despatch of a war ship for the survey of a railway was irregular,

and moreover, it was strange that the advice came from the French Minister to Scoul instead of the railway officials. The Corean Govern ment has not replied to the French Minister. It not clear who is to provide funds for the railway. It appears that the French intend to build the line irrespective of the wishes of the Corean Government, and manage it them- selves. Nothing is definitely known about the ceremony that is to mark the commencement of work.

Mr. McLeavy Brown's health is causing such anxiety that the British Minister is report- ed to be considering the advisability of selec ing a suitable substitute,
