Naval Mattera.

The Admiralty are considering the proposal to tura over the crew of the Cressy to the Ariadne, and sending the latter ship out to China. The objection is that the Ariadne la unarmoured, while the Cressy is armoured. That the Cressy, when not too much meddled with, is a better ship than the Ariadne goes without saying; but if an additional ship is to be sent to the station, the Ariadne would not. be a despicable acquisition.

Captain W. W. Hewett hoisted the pennant at Cha ham og 25th ult. on the newly-built first. class battleship Albion for service on the China Station. A complement of 779 officers and men joined the ship. The dion was built on the Thames, and cost £883.805, including her armament. This is her first commission. This change will materially strengthen the squadron under the new Commander-in-Chief, 'as the Albion is heavier by 2000 tons than the Barfleur, her speed is greater, her coal capacity more extensive, and she is more powerfully equipped. In short, she is in every way superior to the Barfleur as a fighting vessel. When she arrives on her station, there will be four of the six first-class battleships of Canopier type servig in Chinese waters, namoly, the Glory, flagship of Sir C. A. G. Bridge, the Ocean, Goliath and Albion,

The Mediterranean Fleet.

A letter by Lord Charles Beresford has goi into the Press on the condition of the Mediter ranean Fleet--one ofruous importance to our national security. If what Lord Charles Beresford has said about it is untrue, he ought to be recalled and denounced as a mischievous scaremonger. If it is true, he should be made First Lord of the Admiralty at the earliest possible moment, Mr. Amold-Forster tells us that his communications “have been carefully considered by the Admiralty." He must now go on to tell us what conclusion the Adiniralty have arrived at.

Navy Rations.

The story has been told lately of how ML Yerburgh, M, P., and Mr. Arnold White; mem- bers of the Committee on Naval Victualling, made a unique experiment in order to discover whether the Navy rations were sufficient for Jack load. When the Mediterranean Flec Telt Malta Messis, Yerburgh and White accepted the invitation of Lord Charles Beres ford to take a trip on His Majesty's ship Ramilies. Instead of enjoying the luxury of the admiral's table, however, with a devotion to duty that was little less than heroid the two geutleinen decided to live upon the Navy rations for day At 63 they were duly hauded a pint of cocoa and a piece of bread or biscuit. At twelve they had their allowance of salt hurse, salt junk, soup, and bully, or what- ever was the fare for the day; and at four o'clock had their pint of tea and another chunk of bread and biscuit; and after that had to fast until 6.30 next morning, Air. Yerburgh, ques tioned afterwards, said "The experiment was quite long enough to show us that the rations of the bluejackets are hardly sufficient to keep body and soul together. It seems perfectly absurd that we should expect grown men to have nothing to eat between 13.30 midday and 6.30 the next morning except a bowl of tea and a chunk of dry bread, especially. as there is no milk, only sugar, in the tea, and it has probably been stewing some time. Yet that is exactly what happens. I am certain that some reform is needed in this matter of rations, and it is a question which we shall have to carefully follow up."

Mr. Justice Mathew in this case gave judg ment on 21st ult. After reviewing the statutes from the time of George IV., he held that no conclusive system of legislation had been created with respect to Lascars, and that under the Merchant Shipping Act, 1894, Lascars and European sailors were to be treated alike with regard to crew space. He, therefore entered judguient for the Crown.

Mr. Scrutton, KC, said the company would consider whether they would appeax, and notice would be entered within a week if they decided

to do so,

The Danish West Indies.

A cablegramTMfrom Washington to a home paper of the 26th ult. says:——

Mr. Swenson, the American Minister to Denmark, reached here to-day after leave of absence for 60 days.

He reports that the negotiations for the pur chase of the Danish West Indies are practically concluded, a mere matter of price being left in dispute, and the two Governments are zot far apart upon that.

It is confidently expected that the sale will be completed within three months.

In answer to Mr. Norman, Viscount Cran borne said: It has been recently reported in the Russian Press that a special mission-from Thibet, consisting of seven persons, headed by the Lama Daroshiyeff, was on its way to St. Petersburg, but His Majesty's Govern ment have received no confirmation of this statement.

Lord Cranbome, in reply to Sir James Fer- pusson, said: His Majesty's Government are informed that the construction of the four lights in the Red Sea will be commenced early in November. The lighting apparatus is being constructed, and will be ready in September. In regard to the light on Socotra, the Govern ment of Bombay was unable to submit plans and estimates in a complete form until the end of last year. These are now under the consi deration of the Trinity House and the Board ofKorster, Mrs. O. W. Warren, G. N.. Trade.

THE P. AND O. AND LASCAR CREWS.

Mr. G. F. John-on, Secretary of the P. & O, Company, writes to The Times that as the judgment given by Mr. Justice Mathew in this important case is a matter of public interest, the directors would have felt it to be their duty to appeal against that judgment, if in the opinion of the eminent counsel employed by diem the appeal would be likely to meet with success. There now appears, however, to be a consensus of agreement, not in the whole of Mr. Justice Mathew's reasoning, but in the broad fact that the Merchant Shipping Act of 1894, though not intended to do so, does actually set aside the special and very careful legislation of the Indian Government with respect to the acconugedation of luscars. Such being the legal position the directors have informed the Board of Trade that they will not appeal against Mr. Justice Mathew's judgment, but will proceed to give effect to it in the case of their own vessels with as little delay, as possible.

Mr. Johnson farther paints out (1) that the directors were prepared two years ago to bring this matter to a judicial arbitrament; (2) that the space now appropriated for the crew's use on board the Company's steamers is far in excess not only of that required by the Indian Acts, but of that which would be required for a European crew consisting, as it necessarily would do, of a smaller number of men ; (3) that as far as the views of the lascar population could be known they were entirely opposed to any change in the status accorded by Indian legisla tion for their general comfort; (4) that the employment of inscars is as essential for the efficiency of the company's mail services as the employment of sepoys là our Indian Army,"

GUN ACUIDENT.

BREECH BLOCK OF A 12 POUNDER HURSTS.

Two killed and five injured was the terrible result of improperly closing the breech-block of a 12-pounder quick-firing gun at Freshwater

Redoubt, Isle of Wight, yesterday afternoon, says the Morning Leader of the 26th ult

Nos. 7 and 28 Companies, Roya! Garrison Artillery (outhern Division), were carrying out what was probably their last firing practice at the fort.

There were present Gen, McGregor Stewart and other officers of the Southern Division.

The men of the 28th Company were at the gun. Several rounds had been fired at the targets being towed at a distance of about 2,000 yards, when a peculiar report was heard, quickly followed by the firing flag dropping to to halfinast.
