The Sanitary Condition of the Colony,

At yesterday's meeting of the Legislative Council a blue book entitled "Correspond- ence Regarding the Sanitary Condition of Hongkong and Memorandum on Petition' dated 25th June, 1907" was laid on the table. The blue book contains the letters of the Chamber of Commerce to the Govern- inent on Sanitation and the replies thereto; His Excellency's despatch to Mr. Chamber- LAIN forwarding the correspondence with the Chamber of Commerce and asking for an expert in sanitation to be sent out ; next follows the petition itself with. its covering letter to MF. CHAMBERLAIN and two reports by Messes. CHATHAM and MAY respectively on the Works and Legislation undertaken to give effect to Mr. CHADWICK'S recom: mendations; and last a Memorandum on the Petition prepared by Messis, STEWART LOCK- HART, CHATHAM and MAY

We are pleased to see that the Hon,,T. H. WORTENED has announced his return to the Legislative Council by giving notice of some very pertinent questions which he intends to put at the next miceting of that body. Amongst these is a query anent jerry buildings which have collapsed since 1st January, 19ob, the number of lives. lost thereby, and what precautions have been taken to prevent the erection, of jerry built houses in the "future. We do not for a moment expect that a satisfactory answer. will be given. Our officials are such adepts in the art of evasion that it requires a Solomon to frame a question from which

Discontent in the Police. Another question of which Mr. WHITE HEAD has given notice deals with the ques tion of discontent in the Police Force. That discontent does exist we have known for a long time, and we think that we have set forth as plainly and as impartially as possi ble some of their grievances in our issue of the 27th instant. We do not say that all. these grievances are real. There is doubt less a good deal to say on the other side, and the men may or may not be found in the wrong. We have no means, of holding a commission of enquiry into the truth or otherwise of the statements made, but give them as they have been told to us. thing, however, we are sure, and that is that a great deal of discontent does exist and that the efficiency of the force is likely to be much impaired thereby. Is it not a fact that it is impossible to obtain trained men from the home forces and that recourse has been made to drafts from the Royal Marines? This alone should serve to show that our Police Force is by no means popular, and hence there must be a screw loose some where. This unpopularity has led to a fall- ing off in the physique of the men, easily noticeable by comparing the recruits with the old hands. This state of affairs requires investigation.
